A report spells out what Newark has to do to regain control of its school district from the state for the first time since the 1990s.
The report released Monday by a panel the city and state created last year says Newark has earned control in three of five key areas.
It says if the city continues to show progress in the areas of governance and instruction/program, local control could be returned by the 2017-18 school year.
The report urges the city to focus on changing what it calls the "idea of low expectations, assigning of blame" and the belief that the schools are incapable of ensuring students' academic success.
It also emphasizes inclusiveness and combating unconscious bias against students of different backgrounds.
