Gov. Chris Christie is expected to be met by protesters when he arrives in Philadelphia to raise money for his political action committee.
Workers, officials and activists from groups in Pennsylvania and New Jersey are planning a news conference to protest Christie's stance on mandatory paid sick days.
The governor has said he opposes them because they hurt the economy.
After the Philadelphia fundraiser, Christie is heading to Texas to raise more money.
