Prosecutor's office: Man took photos up skirt of underage girl at car dealership

A man from Somerset County has been indicted in a May 2021 incident in which he allegedly took photos up the skirt of an underage girl at a Red Bank car dealership.

A man from Somerset County has been indicted in a May 2021 incident in which he allegedly took photos up the skirt of an underage girl at a Red Bank car dealership.
The incident happened around 1 p.m. on May 2, 2021. David M. Chapinski, 41, of Franklin, was arrested in August 2021 following a monthslong investigation.
The Monmouth County Prosecutor's Office says the girl was at Auto Exotica on Newman Springs Road with her parents and two siblings looking at cars when Chapinski photographed her.
It’s not the first time Chapinski has been accused of "upskirting." Authorities say he was caught at an Edgewater supermarket in July 2021 doing the same thing. An investigation a month later found 900 files of child porn on his computer, according to investigators.        
He was indicted on two counts of manufacturing of child sexual abuse materials, two counts of endangering the welfare of a child and invasion of privacy.
