A steady light to moderate rain will begin during the overnight hours tonight into early Thursday morning.
Rain will become heavier in the afternoon with a few hours of soaking rain expected late afternoon into the early evening on Thursday.
Localized flash flooding is possible in the heaviest of rain bands where a quick 1 to 3 inches of rain may fall.
On top of the rain, we will be dealing with strong gusty winds of 35 to 45 mph winds that may lead to isolated power outages.
While the rain leaves the area by Thursday night, the winds remain very gusty in Halloween on Friday.
This will continue to pose the threat of some outages into the day on Friday and may lead to tree branches falling.
Trick or treating may become unpleasant and potentially dangerous especially in neighborhoods that have a lot of tree branches hanging over power lines.
Considering another option for the kids may not be a bad idea.
