A couple from East Orange has been charged after police say they left a dog and cat in locked cages with urine and feces.
Andrell Brown, 25, and Betty Freeman, 24, were both charged with four counts of animal cruelty.
According to police, the apartment on Park Avenue had a strong odor of waste and appeared to be unkempt.
In the bathroom, police discovered the dog in a locked cage in the bathtub, standing in urine and feces.
The cat was also in the bathroom in a waste-filled litter box.
Officers say the animals appeared starved.
Both are scheduled to appear in court on Friday.
