NYC Council plans sweeping review of e-bike, e-scooter safety laws

New York City lawmakers are preparing for a major review of e-bike and e-scooter safety regulations as concerns grow over rising crash numbers across the five boroughs.

The City Council announced plans to examine current laws governing e-bikes and e-scooters and consider more than a dozen proposals aimed at improving safety for both riders and pedestrians.

The review will culminate in a City Council hearing scheduled for Sept. 30, where lawmakers will evaluate how existing laws are being enforced and determine whether additional legislation is needed.

Among the proposals under consideration are measures to strengthen oversight of delivery companies, require certain businesses to obtain city licenses, expand enforcement efforts, improve data collection from third-party delivery platforms and study street design changes that could reduce crashes.

Council leaders are also exploring additional insurance requirements, consumer protection measures and programs that would encourage riders to trade in potentially unsafe devices.

The announcement comes amid concerns about a growing number of e-bike-related incidents. According to council leaders, e-bike collisions have increased by more than 30 percent compared with the same period last year, with more than 500 collisions reported citywide so far in 2026.

The September hearing is expected to bring together city agencies, transportation experts, delivery workers, advocacy groups, and members of the public to discuss potential reforms. Lawmakers say the effort could lead to one of the most significant overhauls of New York City's e-bike and e-scooter policies to date.

Council members also expect additional bills to be introduced ahead of the hearing as they continue developing a broader safety package.
