The winner won't be known until Friday, when all those votes are counted.
Councilwoman Dawn Zimmer won the machine count in Tuesday's runoff election by 265 votes. But Councilman Peter Cammarano took a 67-vote lead after more than 600 absentee ballots were tallied.
Hudson County election officials announced Wednesday afternoon that 79 absentee ballots were found in a carton mistakenly left under a table at the Board of Elections office. Officials say the ballots had not been tampered with.
The provisional ballots were distributed at the polls to voters who had identification and residency problems.
