Trains are again running on both tracks inthe tunnel between New Jersey and New York City.All NJ Transit trains in and out of New York City were operatingup to 30 minutes behind schedule Monday morning because Amtrak work equipment hadbroken down. That left only one track open in the tunnel.Stessel says the equipment was cleared around 7:30 a.m. and bothtracks were reopened.Commuters experienced some residual delays throughout the morning rush. NJ Transit
