A state grand jury has declined to charge Manchester Township police officers who shot and killed a man during a standoff.
Video from the 2023 incident shows a tense standoff between Shannon Rose and police officers after Rose’s wife called 911.
Officers found Rose with his hands up and a rifle hanging from a shoulder strap.

“I want to die,” Rose is heard saying on police body cam video.
“I understand that, but we’re here to help you, OK?” an officer is heard saying.
Rose grew more agitated and never surrendered his weapon, despite multiple requests from the officers.
Rose was ultimately shot and killed, ending the standoff.
