The bidding process will begin Thursday to start construction on a new rail tunnel into Manhattan.The site of initial construction for the tunnel will be an underpass beneath Tonnelle Avenue in North Bergen. The location is next to where the tunnel will go underground.Transit officials say the tunnel will double train capacity into and out of Manhattan. The tunnel project is estimated to cost $8.7 billion. Transit officials say the project should be completed by 2017.
