(AP) - A proposed 9/11 memorial called "EmptySky" that was planned for the Jersey City waterfront has sufferedsome setbacks. The New York Times reported in its Sunday editions that littlework has been done on the 1.6-acre site at Liberty State Park. Theproposed design includes two steel walls in line with where theWorld Trade Center towers stood and engraved with the names of the744 New Jersey residents that died in the attacks. A pending legal dispute, an estimated price that has increasedfrom $15 million to $22 million, and challenges in raising fundshave stalled the memorial. The state of New Jersey and the Port Authority have contributed$13 million to the project. Former Gov. James McGreevey broke ground on the site in Sept. 2004.New Jersey 9/11 Memorial Foundation
