Welcome back to As Governor Murphy here on News 12 New Jersey. Uh, Governor, let's talk about probably your second favorite topic right now, and that would be, uh, congestion pricing. Governor, uh, we're looking at this congestion tax now taking effect in a little bit more than 2 weeks, uh, January 5th is what it's supposed to be. This week, Governor Hokwe, uh, had made some pretty pointed comments, said that New Jersey has refused what she calls generous settlement offer over congestion pricing. And claim that you're negotiating in bad faith, can you, can you respond to this and have how many settlement offers have there been? Yeah, so here's the problem with this, and I, I, I'm not, I'm gonna disappoint you, but I will talk about congestion pricing generally. The judge, the federal judge has begged both sides to not talk in the press about anything specific. To the negotiations or to his ruling, so I'm not gonna return fire. I do a lot with Governor Hokle. I remain a big fan and she's been a great partner, but on this one I'm not gonna, I'm not gonna return fire because I'm, I have to respect the judge's, uh, request for both sides. But as a general matter, Am I against mitigating pollution? No. Do, do I believe in climate change? Yes. Do I have in the past 7 years, I think the strongest environmental record of any state in America. I believe I do. So we start in a good place on this, but there are 3 problems with this that are inescapable. One, the financial hit on New Jersey commuters is staggering. You know, just because it isn't $15 and it might get as low as $9 or even $6 that's a commuter, a person driving the car starts at $0 so that's up to $6. That's a whack on one trip, uh, that, that was never, I've, I've never changed positions on this. That's a problem. Secondly, it's displacing the pollution to New Jersey. Uh, and that's a problem. And thirdly, a time and a place I've always said would be reasonable, but we inherited a state where the folks before us had canceled the, the gateway tunnel project, so we don't have the rail tunnels, the new rail tunnels built under the Hudson. That's finally moving. I'm happy to say, um, before as they drag their feet on the Port Authority bus terminal, that's finally moving. So why do I say that? Well, what's the what is a good alternative for that driver? What's the, the realistic one seat ride or that smooth bus ride into Manhattan? What is the alternative for that person to, to, to not have to pay that $15 or $9 or $6 premium? And there aren't enough options right now for that person. There will be a time and a place when there will be. I've always said would be reasonable. Uh, I continue to say that today, but our concerns have not wavered for now years. Uh, I, I'm, I'm, I'm not. I, I haven't changed you, I've said a lot of time. I haven't changed horses. I haven't, so that's, I, I, I don't wanna get into the specifics because again the judge has asked us not to, and I, I, I wanna abide by that. You talk about piling on, uh, of course there was a news this week that MTA fares are going to be going up in addition, so anybody who already drives in and then has to take public transit, you know, the subway, a bus, they're just paying even more if you look at the, the New York, uh, broadsheets, the Post or the Daily News, they're. They're, they're teeing off on all this because of the, the, the price to the. Commuter and and it's real. So all right so listen this where does the state suit stand? When is the next court appearance for New Jersey's case? I don't think there's a scheduled appearance and again I'm, I'm, I don't wanna get into this in any detail. I wanna respect the judge um, we, we're, we're doing our best to. To play by the rules and I wanna keep it that way. This, I, I presumably something's gonna have to come to a head here because there's a federal hearing December 20th. There's a federal hearing on the, on the four cases, so we shall see, as you've rightfully point out. This is slated to get up and running on January 5th, so we will see. Do you have any hope at this point that It there'll be another pause or there'll be some kind of injunction. All I hope for is that commuters from New Jersey are treated fairly. How that comes to pass, uh, I, I'm not, I'm, I'm less interested in that I wanna stand on behalf of commuters that they have a fair deal, and that's been our stance all along. All right, so, uh, on the topic of paying more, we have a question about tolls. Let's listen. OK. Why are the tolls going up? Where is all this money going? uh the the state needs so much. What exactly is going on? All right, so like many commuters, uh, drivers in the state, so Turnpike and Parkway tolls we know are going up tolls tolls are largely going up on a sort of index basis that's been baked in the cake for years and I think she asks a fair question, where's that money going? Uh, it's going right back into infrastructure. Uh, and it's rightful. I don't blame folks out there for saying, hey, wait a minute. OK, I know you're, you're, you're claiming you're using it for X, but in fact it ends up doing Y. Uh, uh, that's not the case here. I hopefully it's not the case, uh, across the board, but this goes right back into infrastructure, and I think we're in year 5 of 5 consecutive years of record investment in infrastructure in New Jersey, which I'm incredibly proud of. We're the most densely populated state in America. It is far more incumbent upon us to move people and things around better than any other American state. Uh, that's what we're committed to, uh, but the answer is that those monies go right back into the infrastructure and it's bridges, roads, rails, tunnels, all the stuff that you would expect. Um, and we're still a work in progress. Um, I didn't, there's some road safety data that came out recently that wasn't terribly attractive for New Jersey, and, and, and that's something that we're laser focused on getting into a better place, but. All time record infrastructure investments, I think 5 years in a row and we're gonna run through the tape and keep doing that next year as well. I wanna talk about that road safety data, uh, when we come back we'll take another quick break. We also want to talk about NJ Transit as well. Governor Murphy, please stick around. Thanks for calling in. What's your question? Good evening. Yes, the question is, I, I'm a 90 year old senior, handicapped disabled. Somebody stole my, uh, uh, uh, check, the anchor check, not this last one, but the one prior to that, and I've been going back and forth with, uh, Uh, trying to get some information, and they told me I had received the check and cashed it 100 miles away, laid flat on my back. In Piscataway, New Jersey. Cordell. Yeah. God bless you, um, and you're 90, so God bless you for that. That's a big milestone. Uh, that's not right. Uh, Natalie Hamilton's with me. We're gonna get Rob Field, Natalie, to follow up with Cordell, try to run this down within the next 24 hours and figure out where that. Check is um that that's just not right and by the way, Anchor has been a home run program for a lot of folks, especially for folks like Cordell seniors, where there's extra juice whether you own a home or you rent a home, uh, and that's been a home run, uh, program. It's brought, it's brought property taxes back for a lot of folks, millions in the state, uh, 10 or 12 years, uh, back in time. Uh, and on this one that's good to be back in time, uh, because rates were, were lower then. So Cordell, we're, we're on it. Rob Field will follow up get and God bless you, stay well, Governor, let's, uh, get back to infrastructure and New Jersey Transit. Uh, of course New Jersey Transit's going to have a new leader. Chris Calore is gonna be taking the reins from Kevin Corbett. Uh, rough 10 year I think is an understatement, especially in the past year for, for Mr. Corbett. Did, was he pressured to resign? Absolutely not. No. Kevin left of his own accord. He's got an academic hit. He had a rough summer. And I, I said this to Kevin privately and I'd say it publicly, other than yours truly. And I'm not trying to look for sympathy here because I know I won't get me. I know where this is going. Uh, Kevin had the toughest job in the state over the past 7 years. He inherited a complete and utter mess, and I'm not gonna go through describing all the contours of that mess because I've done it many times before. And if you look at the 7 year trajectory, he's done a darn good job. Now was it a straight line? No. Was it perfect? No. Who is? Uh, show me a straight line and I'll, I'll, uh, I'll give you some money. Uh, and last summer was lousy, um, and he'd be the first to agree with that. Although even then 60% of the causals were related to ancient Amtrak infrastructure, you know, there's, there's nothing we could do about Amtrak needs $5 or $10 billion that it doesn't have to replace that ancient infrastructure, but Kevin played. The hand, uh, that he was dealt really well. His successor is a star. Let's talk about, uh, Mr. Glori. Talk about what he brings to the table. Yeah, he, he, he, Chris Calori is a former commissioner, a dapper looking guy, as you can see, uh, former commissioner of the Department of Transportation, former chief executive of the Gateway Tunnel project which he just stepped down from, um, he's a superstar, uh, knows transit in his sleep. And he'll he'll continue the trajectory of better service more on time, better customer satisfaction, safety, but he'll also, uh, I think be very good at addressing the ongoing fiscal challenges that every big transit system has. He'll do a really good job on, on, uh, unburdening some, some assets that are latent inside that system, real estate assets in particular that we can hopefully monetize for the benefit of communities. A star, uh, can I tell you when you're turning around, when, when you're taking the turn into year 8 out of 8 as a governor and you get a guy of Chris Calari's talent to say I wanna ride this thing through the tape with you, that's a huge deal, Governor, we're gonna take another quick break and get to more of your questions when we come back here and ask Governor Murphy.

And we do have a call right now. Governor, we have Tony on the line from Hunterton County. Hi Tony, thanks for calling in. What's your question? Hey Tony. Yeah. Yes, hi. Um, my question is, um, Governor Murphy, you've been talking about going with electric vehicles, and actually I did purchase one, but the insurance companies, companies in the state do not want to cover you if you have an electric vehicle. They're dropping you. OK. So I was wondering. I mean, I've been with an insurance company for 30 years, and they said, no, we will not cover an electric vehicle, so I kind of put mine on hold. Wow, what kind of vehicle, if I may ask? We were gonna do a cybertruck. Oh those are cool. Uh, they are cool, but I'm not gonna get it now because everybody's dropping us. Who could blame you? Uh, I've not heard this. I gotta, I gotta run this down, Tony. I'm gonna get my, uh, head of policy, Dennis Ebeloff, to, to run this down. I've not heard this. I have to say, uh, in fact, our, we just crossed 200,000 electric vehicles in New Jersey earlier this week, uh, and by the way, we doubled it in 2 years. And my objective, I think, was to get the 330,000 by the time we leave. I think there's a real shot of that, uh, but there's no reason at all why an insurance company wouldn't, uh, insure an electric vehicle. Um, there's no evidence on gaps in safety or driving reality, so bear with us, Tony. I'm gonna get Dennis to track this down and hopefully we'll get you within the 24 hours and hopefully we'll get a, a good answer for you, including maybe a referral to another insurance company. All right, Governor, let's get to a question. Social media right now this is from Alex. Alex asks anything the state can do to combat and assist uh with the rapidly rising insurance costs. Yeah, is it Alex? Alex, yeah, yeah, again, I'm gonna ask, do, do we know how to find Alex? We do. OK. Uh, again, I'm gonna ask Dennis and his team to follow up with Alex. This is a big deal. I mean, we, we, this is everywhere. It's public sector, it's private sector, it's cars, it's home, uh, it's all over the country. Uh, this will make Alex feel no better, but thank God we're not in Florida right now in terms of the rates and the increases there. It's just a phenomenon that is, I'm not, it's got a whole lot of different Uh, factors to it. Uh, we're doing everything we can to, to make healthcare in particular more accessible, more affordable. We, we built our exchange which turns out to have been a really. Smart thing to do. We're trying to find ways to keep the pools of people who are covered, particularly in health insurance as large and robust as possible because when you start having healthy people leave those pools, you get adverse selections and a much higher increase in rates. We're trying to get best practices, figuring out what other places, maybe other states are doing things that we should be doing. But Alex, I'll get Dennis to follow up with you. It is pervasive. I had a meeting with uh one of the big state worker unions the other day. That was overwhelmingly the topic of conversation. You have too many people right now while their wages have gone up. Their costs have gone up at a much higher rate, including in particular on healthcare costs, and they're taking home less money than they did 5 or 10 years ago and in a high inflation environment like we've seen that's the last thing we need. We need to be putting more money into people's pockets, not taking them out, but Alex will get a dentist to follow up with you. Governor, a really major story this week has to do with City Patterson, yeah. Uh, an appellate judge, as you know, ruled that AG Matt Platin overstepped and that the state did not have the authority to take over Patterson's police department last year. Uh, Mayor Andre Saya said that quote, the ruling reaffirms our city's authority to manage its own police department and sets up a precedent for all municipalities across New Jersey that the responsibility of the police department rests on the local officials elected by the people. I, I just want to get your start with your reaction to the appellate decision. So you, you're gonna get mad at me because uh the, the AG is appealing this, uh, and so there's really not much I can say on this, um, but I will say a couple of things that are sort of more general. Patterson is on that list of 5 or 6 communities as it goes, so goes New Jersey, uh, and that's been the case from moment one, and we work a lot with Patterson on a whole range of interests. Secondly, my North Star on this has been the safety and security of the residents of Patterson. Whatever's right for them, I want, um, how this will impact that. Uh, I'm gonna leave it to where this gets resolved by, I, I'm not sure what the, I, I'm not sure if it's the, I guess it's the Supreme Court. Our state Supreme Court is the, the body to which it will be appealed, but we are 1000% behind Patterson. We have been since day one and not just generally but specifically on this point. The safety and security of its residents. Let's move on to another topic involving the Attorney General, uh, Attorney General. I may disappoint you yet again. I don't think so. Uh, the Attorney General, uh, made news this past week having to do, uh, with appointing a special counsel to look into this ticket writing slowdown within the state police, uh, happened over an eight month period. Platkin said he's concerned that it may have coincided with a marked increase in crashes and deaths on our roads. Uh, have you spoken with Superintendent Callahan about this? And, and if so, what have you learned? Yeah, I, I speak to him multiple times a day because he's been, uh, on drone duty, but, and I have enormous regard for Pat. But put that aside for a moment. Obviously very concerned by the findings of that study. We should let that, uh, special investigation play out, um. Equity is at the heart of the state and must always be uh and uh the attorney General Matt Platin is the state senior law enforcement officer Pat Callahan is the senior leader, superintendent, colonel of the state police. I it's not only their responsibility, but I have complete faith in each one of them that they will regardless of where this. Uh, investigation comes out that they're gonna fix this. Uh, the stuff like this cannot happen. Um, and I have complete confidence in both of them that we'll get to a good place. Governor, let's get back to the phones right now. Uh, we have Harold from Tom's River on the line. Harold, thanks for calling in. What's your question? Hey, Harold. Governor Murphy, this is, uh, Harold Longfel from Toms River. My question to you is there anything you can do? What the state government can do to try and save Freehold Raceway, which is scheduled to close its doors on December 28th of this year. It's been in existence since 1853. It's a state landmark. The loss of the racetrack will also involve the loss of the staff at the track. It will lose jobs for trainers and drivers who Provide the entertainment at the track with their horses. It'll also cause the loss of a lot of farmland because the farmlands around New Jersey produce the feed for the horses, and, uh, so my question is, is there anything you or the state can do to intervene in this? That's a good question, Harold. I'm gonna ask my colleague Eric Brophy, who's a Monmouth County guy, uh, in addition to being deputy chief of staff to follow up with you. Uh, I don't know. I don't wanna over, I don't wanna get your hopes up and this is a, it's such a loss. I mean this place decade upon decade has been an iconic location with lots of memories for tens if not hundreds of thousands of people over the years. I don't know Harold is the answer. Uh, we, we have a very good working relationship with Monmouth County. Tom Marnone, who's the commissioner director in Monmouth. Uh, we've spoken to Tom and his team. We're still trying to war game what might happen there. I'm not sure. I'll put it this way I'm somewhat optimistic that something can be there that would be productive for freehold and for the county. I don't know that it's a racetrack. That's gonna be hard, but you never say never. Uh, I, I know we've only got 9 days, so this is not like we've got a long runway here and then you, you rightfully point out this is job loss, it's a recreation alternative that folks won't, will no longer have. The the horse industry has a lot of knock-on impacts you rightfully pointed out the folks who grow the feed for the horses. We continue to have a big, uh, industry with subsidized it in my time in office substantially to be competitive with other states. But I don't wanna give you too much optimism, Harold, on freehold but never say never. So I promise you we're working hard on it. I'll have my colleague Eric give you a shout and let's see where that goes. So many people in the state, uh, especially in Monmouth County, have, have, uh, fond memories. I and I still remember when they renovated Grandstand there when I was a kid, it was, it was a huge deal, a huge deal, and of course you still have Monmouth racetrack in, in Monmouth, which is still a crown jewel, not just in Jersey but in America. And you got the Meadowlands up north and those are still thriving again, we subsidize the industry because it's the sort of industry these days you have to, uh, because everybody else is, uh, but it's, yeah, a free this is a freehold raceway is a real loss assuming it goes that way. We'll Harold will give it everything we got, I promise you. It's another big industry for New Jersey we're gonna be talking about a little bit later on the show, uh, governor, stick around, we're gonna be right back with more. Welcome back to As Governor Murphy here on News Talk from Jersey. I'm Eric Glanzren. Governor, let's get to, uh, our next topic now, and this has to do with East Orange. As you know, East Orange schools, uh, just had, uh, 70 teachers and staff laid off due to a story that we've mentioned numerous times in this show. Major $8 million budget gap there that uh was completely unexpected took them by surprise apparently as as you know uh yeah you as well uh we're told that an additional 50 employees actually resigned since October and the superintendent had just made it clear to us that he doesn't think that there's any that they don't need to think there's any need for state intervention based on what's happened in the district though and keeping. The kids' best interests in mind, do you think state intervention is a possibility? Well, to be determined, but for sure, um, at least engagement. So we went in there immediately after this. You, you may recall that immediately when this happened they went to half day and we came in and that's just not right. We can't. So they did a couple of days at half day and they all, they in short order went back to full day, which you, you have to, that's the deal and that's what our kids need, um, to be determined though, uh, we can't in a community like East Orange as proud and as important as it is. With, you know, generations of superstars being produced by their public schools in East Orange, we gotta make sure that they are punching at their weight. So I don't wanna speak on behalf of the commissioner Kevin Dahmer who's doing a great job, uh, but they're deeply engaged and they have been with East Orange since this started where this goes in terms of is it money, is it, uh, other engagement uh to be determined but getting those kids the education they deserve will be the North Star no matter what the actual plan looks like, uh, you mentioned. Getting kids the money they deserve obviously we're, we're coming up to the point now of the beginning of next year's state of the state address, and then right after that is gonna be the state budget address. Uh, I, I know I'm asking you to look far down the line here, but do you expect that there will be any changes when it comes to school funding for next year? The change only uh and I I don't have a final complete answer for you, but we climbed the last rung in the last budget, so I'm proud to say that we're the first administration in our state's history that fully funded the school funding formula, uh, and we phased it in over 7 years. That was, uh, an agreement we came to with the legislative leadership back in our first year and we got there. Where it goes from here and this is in the back of your mind is not just the unique challenges in an East Orange, but pretty consistently 2/3 of districts in our time in office have gotten more aid than they got the year before. And about 5% have been flat and about 30% have been down by some degree. That's the group that that you've heard the most from Tom's River, uh, our, our friend Harold called in there a few minutes ago. Toms River is one of those big districts and. I'd like to be able to think that we could. Have a Formula plus that did what we promised we'd do, which we've arrived at, but also was maybe more nimble around the edges. That's something we're still working through. No news to make and what that looks like we've got a couple of months yet to go until we unveil the budget, but school funding, fully funding schools is gonna be at the heart of everything we have done and we'll continue to do. I'm sure you've heard quite a few comments, at least on the campaign trail, because uh there are quite a few gubernatorial candidates who are saying that we need to do something to revamp the entire school funding formula. So, uh, we, we shall see, we shall see, uh, governor, let's talk about clemency, uh, big news for you this week. First time during your tenure that, uh, you exercised your pardon power here. Can you, can you talk about what exactly this involved and what drove your decision in these particular cases and, and why did these particular individuals stand out to you. It's, I'm glad you raised it because I, I think as we look back when I hang my cleats up, I think clemency in the way we've approached it, uh, I think will be center stage on things that we're most proud of. We announced this program in June at Saint James AME with Pastor Doctor Ronald Slaughter, our friend in Newark. And we stood up a clemency advisory board chaired by Justin Dews, former colleague, former Biden, senior Biden official. And they vetted Applications that came in by the hundreds if not thousands, uh, and for folks who have not been watching this carefully, there are two types of clemency. One is pardoning, the other is commuting a sentence. Pardoning is after the fact. Uh, Eric is, has been out and you're basically saying he is pardoned. That's a significant. Uh, positive in the life of that person in terms of their ability to get a better job, to travel maybe outside the country, to do a whole lot more things, commuting a sentence means you're taking somebody right out of uh incarceration and they're free. Um, and so this advisory board went through hundreds if not thousands. They presented the first wave to my team. They then spent countless hours reviewing each case. I mean, literally, in great detail, and then ultimately it's a big meeting with me. And we landed, I think, 33 pardons. Uh, in 3 commutations. Uh, and we did, uh, uh, an event on Monday and it was incredibly emotional, even more emotional. I spoke to several of these folks on Friday, including the three women who were commuted. Uh, each one of were domestic violence survivors. Each one took accountability for their action. But the reality is, Eric, you, you, you, you, you learn that the sentences for a survivor of domestic violence who murders their abuser back 30-40 years ago were dramatically different than those sentences today, particularly in the area of taking in circumstantial evidence. And the other thing is a big difference between plea pleaing and going to trial. And those women are now free. Governor, we have to take a break. We've got a little bit more time left. Welcome back to Ask Governor Murphy. All right, we have another question from social media right now. Uh, this is from Tyler. Tyler wants to know, he says, with the expansion of the film industry in New Jersey under your tenure, what do you advise the next governor to do to continue creating jobs in Jersey in film and television? Good question, uh, Tyler, and we have, we've become a world player in film and television. I was in California with a, a group a couple of weeks ago. We compete right now toe to toe with London. The state of Georgia, where I think we're actually got got ahead of them and then occasionally other countries will get on the map for a period of time. Hungary is on the map of all things, so I would hope that this is such a big job spinner, a lot of union jobs I might add, uh, it's bricks and mortar investment, not just making a movie or a television program or series in New Jersey, but building studios. I would say and it's got bipartisan support. Um, I would think, uh, the next governor, whoever it may be, would take what we've done, use it as a foundation, and take it to new heights. You'll think of, look, look at Netflix, which, by the way, just got the, the state gave the last big step today. That's a 300 acre, almost billion dollar investment in a campus in Monmouth County, 1888 in Bayonne, uh, a big studio in the South ward. Of of Newark and other smaller ones, this is booming, uh, and it's good for our economy. Yeah, Oceanport actually just approved the first phase of the redevelopment they did over at Fort Monmouth, uh, and, uh, the EDA, as you just pointed out, just approved, uh, the board just approved the Aspire tax credits. That's up to $387 million. It's a big deal, but the Netflix is gonna put in multiples of that in the, in the, the payback for our economy. Will be huge. I mentioned the South Water in Newark. That's Lionsgate. Uh, you, you got some, some of the best brands on the planet making stuff in New Jersey and again not just making stuff but building stuff in New Jersey. Uh, governor, we have, uh, come to the end of another show, uh, our last show of the year, and by the way, our last show of this, our 7th year doing this, uh, I wanna give you a chance to. Give a holiday message uh with with the holidays next week. It it it's been a good year. I would have to say I meant to say this is Brendan Byrnes' actual Christmas tie that his wife Rufi gave to me and I'm honored to be wearing it tonight. Listen, I think the holidays are time for family, faith, reflection. Uh, it's been quite a year. My guess is 2025 will not disappoint in being quite a year as well.
