U.S. Marshals offer up to $5K reward for murder suspect with Jersey City ties
Authorities say the 19-year-old has been wanted since June on charges stemming from a fatal shooting in Albany, New York.

The U.S. Marshals Service is offering a reward of up to $5,000 for information leading to the arrest of a 19-year-old man wanted on a murder charge who authorities say has ties to Jersey City.
Jacqua Cowan, also known as "Quaski," is wanted on a warrant issued June 11 by Albany County Court charging him with 10 offenses, including second-degree murder, first-degree conspiracy and criminal possession of a weapon in connection with the March 22, 2025, fatal shooting of Jamier Allen near 61 Boenau St. in Albany, New York, according to the U.S. Marshals Service.
Authorities said Cowan has been at large since June and was last seen on Liebel Street in Albany. In addition to Albany, investigators said he has ties to Jersey City.
The Marshals Service described Cowan as 5 feet 7 inches tall, weighing about 115 pounds, with brown eyes and black hair. Authorities said he should be considered armed and dangerous.
Anyone with information about Cowan's whereabouts is urged to contact the U.S. Marshals Service at 1-877-WANTED-2 or email usmstips@usdoj.gov. The agency said a reward of up to $5,000 is available for information leading to his arrest.
