State to present case to grand jury after denying plea deal to Franklin police sergeant

The case tied to a double murder in August against a police sergeant in Franklin will be presented to a grand jury after the state refused a plea deal.

Kevin Bollarro is accused of official misconduct and tampering with records stemming from the case. Prosecutors say he took 20 minutes to respond to 911 calls reporting gunshots and screaming.

Bollarro allegedly went to a bank and an ATM after getting the call. When he finally drove toward the house, he did not use lights or sirens, prosecutors said.

The state says there is no deal for Bollarro and the case is being presented to a grand jury.

Less than 24 hours later, Lauren Semanchik and her boyfriend Tyler Webb were found dead at the home. Semanchik, a 33-year-old veterinarian, and Webb, a 29-year-old firefighter, were killed by Semanchik's ex-boyfriend, State Police Lieutenant Ricardo Santos.

Semanchik had previously reported Santos. Her family is suing, raising questions about police accountability.
