The NYC Department of Consumer Affairs says car dealerships are sending scratch-off cards that tell consumers they?ve won vehicles. However, victims like Gwendolyn Davis say it was a ploy to lure her onto a car lot. Davis says she?s mad because she left with a vehicle she cannot afford.
Officials say if it sounds to good to be true, it probably is. They advise Bronx residents to avoid signing contracts unless they understand its contents. The NYC Department of Consumer Affairs is investigating whether the dealers? actions are illegal.
