An agreement has been reached to restore service to tenants whose water was shut off due to landlords' foreclosure disputes.
The agreement was made between the city of Newark and New Jersey Public Advocate Ron Chen.
"I commend the city for making that decision," says Chen. "It was a concern to a lot of people that these tenants were being caught in the middle of their landlord's default."
Foreclosures are up in New Jersey 400 percent.
