Jersey City landlady in trouble with the law again

A Jersey City landlady who has been in trouble for not turning on the heat for tenants is in trouble with the law again. Insuk Parfinity owns a six-unit apartment building in Greenville on Neptune Avenue.

A Jersey City landlady who has been in trouble for not turning on the heat for tenants is in trouble with the law again.
Insuk Parfinity owns a six-unit apartment building in Greenville on Neptune Avenue. She also owns three other apartment buildings in Jersey City. She has been cited several times for not having heat at the Neptune Avenue building and countless other violations.
Parfinity was in court twice this week and was ordered by a municipal judge to move out of her illegal basement apartment. She was ordered to move to a first floor apartment in the Neptune Avenue building. City officials say a rent receiver will control that building for a least a year while repairs are made and the heat is turned on.
