A groundbreaking ceremony took place in Atlantic City to celebrate the start of construction for a courtyard named after late Lt. Gov. Sheila Oliver.
Oliver’s name will be etched in the building above the main entrance at City Hall.
Her family and friends joined the mayor for the ceremony.
