Welcome back to Ask Governor Murphy here on News 12 New Jersey. I'm Eric Glanzrener along with Governor Phil Murphy. Governor, let's get back to some questions. You mentioned that you were down at the, uh, League of municipalities in Atlantic City. Um, something that you did drop when you were there, and, uh, it's something that needs to be addressed post haste is, uh, either actually in your time remaining or being pushed off to the governor elect uh has to do with the state health benefits plan and which you said was broken and headed for collapse, so. Explain to the viewers, explain to, to residents what exactly happened and what's at stake here. Yeah, a lot's at stake. So we made a big deal at the end of the budget season and then through September to, to put a fix in place for the state health benefit plan for state workers, that of the of the varied health plans, that's the one that's actually in the best fiscal shape, but it was not in great shape. So I'm proud of the fact that the unions got around the table with us, um. And we found common ground, you know, it wasn't necessarily a happy experience, but it's the, the one that we had to do, and I give again the unions a lot of credit for doing that. Well, if you go through the other health plans, it so happens the local health plans, it's, I think it's state health benefits plan dash local government is the one that is in the most dire shape, uh, dire straits. Uh, you've got the classic. When, when you get a bad insurance pool, you've got the classic. Exodus of the folks who can get insurance elsewhere, typically healthier folks leaving the the entity and or individuals behind who might have a harder time uh at at any economic um uh attractive economics for staying in the thing. So I said today, you know, basically in the spirit of we're not done yet, this is one we'd like to see resolved between now. And, uh, 2 months from now and we bring to the table a pretty significant asset in those discussions, unlike frankly the discussions we had over the summer for the state plan, uh, and that is we have a loan outstanding to this. Local local plan of a significant amount, $200 million and what I said today was in exchange for things like reform, including shrinking number of plans that are in the overall plan. Reforming some of those plans within those remaining plans, we would put some or all of that $250 million on the table to potentially forgive in exchange for steps that would take that would ultimately then put that that entire local government plan on good footing. So we'll see it's too early to tell. We started having private conversations, particularly with unions. Obviously we posted the Sheryl team. Before we went live with any of this. We'll see. It's not gonna be easy. It requires statute in this case, unlike what we did over the summer, um, it'll be a, it'll be a, a hike. A lift, but if we get there, it will be worth it. It'll be pain now, but folks 10 or 20 years from now will look back and say, you know what, that was the inflection point. That period got us back on our feet. Is there a solution that won't require the members to essentially pay a couple of grand more a year? I don't know what the math actually looks like, um, but I think shrinking the number of alternatives and reforming within what's left. It's got to be part of it, um, but again, we're bringing to the table a very sizable asset, uh, to begin those conversations. Governor, we have a caller on the line. We have Paula from Taneck. Paula, thanks for calling in. What's your question? Hey, Paula. Hi. Hi, Governor Murphy. Two times in the past you rejected the Nessie pipeline which would stir up toxins in the Raritan Bay and pollute the land where the compressor is to be built, and under the Trump administration it's come back. And we need you to reject the air permit for the Nessie pipeline. Will you, will you reject it this third time? Hey, Paula, thank you. I will get, um, here we go, Dennis Eveoff, uh, uh, call number one. I'm going to get Dennis to please, actually, I want Shawn LaTourette, who's our commissioner of the Department of Environmental Protection to call Paula. Paula, I'm gonna have our, our commissioner call you within the next. 24 hours. This is really, I'm not making, I don't want to make light of any environmental concerns, although there's a, there's a flip side to this pipeline that I want to refer to, but for us once FERC gave the approval, we, we had almost gone down this path. 4 or 5 years ago, um, this was a permitting process, uh, really, I don't wanna make it sound so, uh, dull, but that's essentially what this was and the Williams companies that is constructing this checked all the boxes. New York has gone ahead, we're going ahead to Paulus's Point, the, uh, the air rights or air quality, uh, discussions are ongoing. Um, we'll see where those land. Um, I'm, I'm not gonna commit to preempt, uh, where those land, Paula, uh, but if I had to guess, this is gonna go ahead. There's a flip side of the environmental question on this one, which folks also need to hear. Well this is, this traverses New Jersey, we're not a beneficiary of its output, uh, but where the beneficiary will enjoy the output is in New York City, Queens, Long Island. And you will be exchanging uh dirty oil being burned for whatever the state of the art is a natural gas. So in terms of the pure environmental question, it's an uptick whether folks like pipelines or not is a separate issue, but it will be replacing really dirty fossil fuels. Still fossil fuels, I get it, but frankly, in today's era with affordability for the prior discussion we just had. Um, you know, Barack Obama, my former boss used to say all of the above. I'm not sure I'm at all of the above. I know I'm not there for coal, uh, but we have to consider a lot of options in this pricing environment that we may not have done before or enjoy doing now. Welcome back to Ask Governor Murphy here on News 12 New Jersey. I'm Eric Klanz. Governor, we have a question on social media right now. This is from Susan, and Susan wants to know, can you get rid of the exit tax, it's legalized theft. Exit as, as in when you leave Jersey, yeah. That was it. That was the question. Do we know how to find Susan? Oh yeah, she's, she's right on Facebook. I, I, I'm not a 100%. So this is when you sell your house, or when you pay a toll on the way out. No, no, you sell your house and you move out. Yeah, that, that's not likely gonna change. No. You know, we got rid of, uh, New Jersey used to have much more onerous taxes if for your estate if you die, uh, in New Jersey, uh, the so-called death tax. Uh, a big chunk of that got removed before I got here and I committed, I wouldn't put that back in. We already, you know, property taxes are an asset tax, if you will, um, that, that to me is, uh. I'm not looking to do more on that legalized theft. I've never heard it referred to as that. Uh oh, you should read our social media more often. I, I, it, it is what it is. I, I, I'd like to give Susan a better answer than that, but I don't, I don't see that changing anytime. Governor, let's talk about the bear hunt very quickly. Next phase is, uh, is about to begin. I believe it's. December 8th December 8th to 13 unless they don't hit their quotas. What do residents need to know? What do prospective hunters need to know about this round? Um, well, first of all, we did a round in October. Let me step back and say I'm not happy or wild about the fact that we're back to the bear hunt. Uh, I, I had some folks who I have a lot of respect for who had convinced me on the campaign trail that, um, we could find non-lethal ways to control the bear population. At least is executed by our team. It did not work and we came very close to some human fatalities, including one kid in particular, right? So it's to your point, Mike on Facebook had asked the question, why, why did you go back on and bringing it back? I, I, I could not, Mike, uh, I could not countenance a, a human loss of life. Particularly in the incident I'm referring to was a bear in somebody's backyard with a toddler and thank them for the grace of God, um, so we put it back in. I think they in October there were 368 of my math is correct, uh, bears that were killed. Uh, I would say to everybody, use your head, uh, get your proper licenses. Yeah, it was 36 here we go right on the, uh, and you, you go up until you get to so-called 30, the 30% bogie. It'll be December 8th through the 13th. If they don't get to that bogie, there'll be another one later in December. Everybody be careful, uh, keep your eyes on the prize, get your proper licenses, make sure you're suited up and can be seen, uh, with bright colors. And uh we'll have at it. Governor, with the government shutdown now in the rearview, at least for now, for now, uh, who knows what we're facing at the end of January, but with it over for now, what's the status of the Gateway project? Are you hopeful once again that it will continue? Yes, um, emphatically, uh, it was a little touch and go there in terms of liquidity, um, and while the president had said some pretty aggressive things about the Gateway project. I put them in the context of negotiating shutdown with probably directed at leader Chuck Schumer and, and, uh, leader Hakeem Jeffries, both of whom are New Yorkers. We were caught in a little bit of a drive-by shooting here. Uh, nothing that we did to the best of my knowledge, uh, deserved that. But for all of his rhetoric, um, there's nothing, no pen ever got put to paper. There was no. Pause, uh, that was official from the government we worked. I put my old bank, my recovering banker hat on and worked, uh, with our team to make sure that the project had sufficient liquidity, which we were able to do. I'm highly confident this gets back uh to normal sooner than later and we're off to the races and, and I, I said even even during it because I, the, the president understands this as well. Uh, there's too much at stake. It's 900 to 100,000 construction trades jobs. By the way, a lot of them voted for him. Uh, it's the one-way ride, one seat ride into Manhattan for a lot of Jersey folks, and it's not just New York, New Jersey. This is a northeast corner reality. If folks don't know, the two rail tunnels under the Hudson were finished in 1911, damaged significantly over the years, particularly in Superstorm Sandy. So the notion is to build two new tunnels, rail tunnels, and then rehab the old two. So you've got 4. Uh, and then you're at capacity that you should be at in the 21st century. So at the end of the day I think this gets not only gets built, but gets back on track and it will have a huge impact on New Jersey when it's finished. Governor, let's talk about congestion pricing because we are approaching haven't talked about that. No, we haven't. It's been, it's been a minute. We're approaching one year since congestion pricing went into effect. New Jersey's lawsuit is still pending, correct? That is correct. What's the status of it? What are your thoughts on it as you approach the end of your term? Yeah, I'm still frustrated by it. The status is, by the way, we're awaiting an opinion from a federal judge and we've been waiting a while, so I don't wanna, I, I don't wanna, uh, that to sound critical, but it has been a while. We've made all of, we've delivered all of our briefs, we've made all of our arguments, and remember, folks, all we're asking for, and this goes back to the Biden administration. We're asking that this project get a normal environmental suitability or environmental impact study review. Um, it takes a little longer, but everybody's at the table, uh, and for whatever reason the Biden administration skipped that and we had a problem with that and still have a problem with that. Uh, there's really two elements of this that concern us, and by the way, find a governor for the past 8 years with a better environmental record than mine or New Jersey, you won't, you won't find an answer to that. It's New Jersey. So while I hear environmental concerns, let me just remind folks there are two problems here. One is what, what New Jersey commuters pay, and by the way, we were willing to do a deal. But they didn't want to hear that because they've got a certain the MTA, which runs the New York system, has a financial burden that they've got to relieve. They admit that, by the way, uh, and we said, you know what, that deal is a raw deal for our people. And then secondly, the pollution gets displaced. It gets displaced from Manhattan to among other places northern Jersey. Have you seen any figures that show you that displacement that can reflect our guys have. Um, you'll also see Eric, and this is a proxy for it, you, you see early days, uh, number of cars through the tunnels goes down, and we studied the London conge congestion pricing scheme very closely in its history. It's been in place for quite a while. That's exactly what happened in London at first. You go to London now? You're right back to where you were. People just get immune to paying the extra freight so this turns out to be for London and it will be for New York, a financial. Win for the MTA, but it won't ever long term impact the environment, including in Manhattan at the end of the day. Do you think we ever go back? Do you think that in the end the judge will know the Trump team went after it from a completely different angle, different, uh, lawsuit, different judges, um. It is the concern I have with 2 months to go. It feels like it's part of the furniture and that you know people are getting immune to it and that's a concern. Um, I don't want to prejudge what the judge, uh, hands down. I would just hope it's sooner than later and, uh, again, we're willing to do a deal. There's a deal to be done. That's been the case from day one. Um, we'll see. Uh, we have a question from Adam. He actually posted on X, and he's not so happy with NJ Transit. Governor. He says, if you fixed NJ Transit, why do train crews keep using quiet cars as employee lounges instead of opening them to paying passengers? So he's pretty frustrated. He can't get into the quiet car. OK, that's the first I've heard that complaint. Adam. I'm gonna have Chris Calori, who's the CEO of NJ Transit, give you a call within the next. Oh, we have pictures as well. You want, you wanna put some of those pictures up? Oh, showing how they're, they're closed off and empty. I'm not sure I can read. OK, I, I haven't heard that, so that's, that's troubling. NJ Transit, listen, here's, so Adam, I'm gonna have Chris Klory call you and you, you should have access to the quiet car unless there's something literally wrong with the quiet car, which it's possible it was that day. I don't know. Um, as a broader matter, NJ Transit, uh, people forget the mess it was in when we walked in here eight years ago. And if you missed your train this morning because it was late. You don't, you don't care what that arc of history looks like, and I get it. I don't blame you, but folks have to keep in mind what we inherited, the, the, the status of engineers which have been whittled way down, old rail cars, old buses, dirty and old, um, safety plans with the federal government that were behind on time performance that in customer satisfaction, completely unacceptable. I wish we could bat 1000. I wish we could bat 1000. But you look at at at the trajectory, it is dramatic and by the way we solved our fiscal issue inside the four walls of New Jersey, unlike the MTA, which is mooching off of us to solve their deficit. We did not do that and I'm proud of the fact that we did. Uh, we had that cloud fair outage, uh, earlier this week and it affected, among other things I believe is NJT's app. Um, is there any concern going forward? Is NJT looking at at. It's platform. I don't, I don't wanna speak for Chris. He's doing an incredible job as its CEO. I just got back from California, spent half the trip with the AI folks and half the trip with the film and TV folks. My guess is that there's gonna be an AI solution. Uh, sort of the lighter, uh, in for, for not just cloud cloud fair but more broadly for that, those type of apps, Governor, uh, this very troubling story that, uh, our Chris Keating's working on right now, uh, it has to do with the New Jersey sharing Network. The US House Ways and Means Committee is investigating New Jersey sharing Network for what it called quote extreme abuse of public trust for among other things, and this is. The mind blowing part trying to procure organs from people who didn't volunteer to be donors. Uh, claims also include people on the wait list for organs who were skipped over, uh, a cover up of 100 discarded organs, and in at least one case. Trying to continue with an organ harvesting a patient who had reanimated, so who just suddenly came back, I, I, I wanna get your reaction to this, and do you have any knowledge as to whether or not the AG's office has any knowledge of what's going on here? I don't want to speak for the AG, but I, uh, I'm not aware of it, but he should, he should, uh, speak to that reaction disgusting. Uh, disgusting. Um, so we, we got to look at it and we will, um. Particularly the reanimation piece if I understand you that that that's an interesting verb that sounds like the person wasn't actually dead, yeah, that's a problem, uh, disgusting. Um, I will get our guys to look at it. Uh, or you said it was a question or was that one of your people doing a story? Uh, the US House Ways and Means Committee is actually investigating this right now, and one of our reporters is reporting on it today as well. Welcome back to Ask Governor Murphy here on Newstalk New Jersey. Governor, uh, we've been getting a lot of questions and, and we're actually having a hard time fielding all of these right now about the anchor tax, a number of calls at the same time from people who were saying that they can't get through to anybody. They're trying to call a number and get a status update on their anchor application. That's not good to hear. Could somebody remind me of the website and shoot me a text and I'll make sure I give, I'll blast that out on the show before we're done to make sure folks can at least go that route. I mean, we have, we have made a lot of progress on that front by the way, it's one of the applications that artificial intelligence actually is helping us with because questions are typically in a fairly predictable range and so we've trained our models and AI assistants to. Basically be able to answer those so we'll come back to you and, and I'm not, not happy to hear that. Governor. Let's talk about Clemency. The anchor program is a home run. Everybody loves it, so I'm thrilled about that. That's the most important thing, uh, uh, clemency. Not long ago, and correct me if I'm wrong, you announced your 4th round, I think so, 4th round of clemency, and you have another round coming. Uh, talk about why this is so important to you. You were just mentioning a phone call you got. Yeah, it's incredibly emotional. So these. This is a process, Eric, we began about a year and a half ago, and it is systematic is the best way to put it, meaning it's categories of people. Will we have folks at the end who don't fit categories like, like a lot of folks, presidents, governors do, yeah, we probably will do some of that, but this is you, you're subject to certain expeditable criteria and clemency really covers two different things. One is pardoning. Meaning you've already paid your price you've done your sentence, you're out, but being pardoned allows you to get a job that you right now can't get or a mortgage that you can't get or some other something in life, so it's really important. The other piece of it is commutations somebody in the system who you're literally allowing to leave, uh, almost immediately. And we are the ultimate second chance state. Uh, I don't know anybody that we've pardoned or commuted. It's now gonna be well over 200. We're doing this again next Tuesday in Elizabeth, who I, I, I again, I don't, can't recall anyone who's denying that they did the crime, that they committed the crime. But there are other circumstantial pieces of evidence, pretrial offers a victim of domestic violence to pick two common ones and then the other remarkable thing is how folks have gotten on their feet and fixed their life. The education attainment while in the system is extraordinary in some cases, embracing ministry and, and, and, uh, cler uh playing uh becoming a member of clergy. Uh, doing paralegal work, instructions. Um, just extraordinary both in prison and beyond their prison life. I mentioned I spoke to two folks today who are we're gonna pardon next Tuesday, both of them incredibly thankful, uh, but one guy cried the entire time. I mean, these are some of the most emotional conversations I think I've ever had in my life. I'm proud of it. We take every one of these cases very seriously. They are personally approved in every case by me. Uh, so it's a huge process. We've got a clemency advisory board. They're outstanding. They do it for free. They get all their decisions and, and, uh, permutations to my team. They then do a whole other round including going into the system to interview the individual, many cases doing victim, uh, outreach, um, just an extraordinary process. We'll be doing this, I think as we over the next couple of months. As we spread through the tape, as you know, um, not everybody's happy about this. Yeah, Republican leader Anthony Boo, uh, reacted after your last round, and he said this quote, This time releasing individuals from prison who were convicted of murder, armed robbery, kidnapping, and other violent crimes is an outrage and an insult to every law abiding New Jerseyan who deserves to feel safe in their own community, goes on to say that this administration's reckless obsession with violent offenders shows just how emboldened Democrats have become. And then goes on to say, where is the compassion for the victims and families whose lives were destroyed or lost by these crimes. So how would you respond to first of all, Senator Bucco's comment and, and, and what would you say to a family who can relate to what he said? Well, when we can find families, we track them down. Our people do, and they have conversations and some families aren't happy and some families actually agree with the decision. But in every case, it's important if you could track a family member down. Some of these are way back. Um, you know, we're reviewing the case of a guy who's in the system still, he's 74, the crime he committed, I think he's 19, he could do the math. Tony's a good guy. He's a good public servant. He's a, he's a good friend, um, he's speaking, he, he's speaking political talking points, um, because he's both amplifying the potential danger of the person who's released and implying that we don't care about victims, neither of which are true. Um, and I, I'll give you, I mean, I refer to these generally, I give you two examples. One is in the 70s and 80s and it's really not relevant to go earlier than that because most people aren't alive who would have committed a crime, uh in the 60s or before, but that would have been a similar uh answer. How domestic violence was treated and thought of and therefore the commensurate sentences that were associated with typically a woman, not always, who has been abused in many cases for years or in other cases by more than one person lashes out at the abuser and there's ultimately a fatality as a result of that. Um, society today is in a completely different place. Uh and so you look at the sentence that that typically woman got in the 70s or 80s versus how that would be thought of today, including bringing in self defense, record of abuse, etc. so that's one type. The other is a pretrial offer versus what the person got. When they went to trial, meaning, OK, you're part of an armed robbery, you're given a, a plea deal with the judge, uh, prosecutor, you're gonna serve 12 years. Well, you say, you know what? I either I didn't commit the crime or I was the guy in the car. I didn't even know they had a gun. I was outside. I, I'm gonna win this case. They go to trial. And they get 30 years or 40 years. A couple of cases, life without parole. So you knew it, it's, I love Tony, but this is whatever 10 years ago the guy was sitting there, could have gotten 12 years and chose to fight his case because he believed he was right. He lost instead of 12 years, he's serving 30 or 40, um, and, and by the way, he's been a model citizen for the intervening years. That's, that, that's not fairness. We, we're addressing that and that's what we should be doing. Governor, we have to take another break. We still have time for a few more questions when we come back on Ask Governor.

You, you'd think I would have known that anchor.n.gov. Secondly, in this awful story about organ harvesting, turns out the feds. Oversee that process, not the state so it's the federal CMS, but our DOH is looking into this aggressively, and they just got another reminder for me to continue to do so. OK, let's get to the phones right now. We've got Mike from Jackson on the line. Mike, hey Mike, good afternoon, Governor Murphy. I'm gonna be sorry to see you go. It's one of the few chances I might have to just express my appreciation for your service. Uh, I just got off the phone with the electric company saying why did my gas, my electric charges go up so much? They said for the last two months you've subsidized $50 on each month. I said, OK, we went over the numbers and we're OK. Thanks for that. I also want to express my appreciation for your support of New Jersey Transit for whom I work. And a couple of years ago when I was furloughed from COVID, had trouble with my unemployment. You said you'd have someone call me the next day. They did, and it got straightened out within a week. Wow. So although you're not going to be here much longer, I wish you a lot of success in the future and don't be afraid to run for president. I think you'd make a great one. I love you. Thank you, man. Uh, contrary to any rumors out there, I did not slip Mike any money to make that call. Uh, but Mike, thank you, man. It means a lot. Governor, uh, we're running out of time, but I want to talk about your trip to California. You met with studio heads out there. Talk about, uh, what that trip entailed, what the meetings entailed, any fruits of that trip. Yeah, so we do, we do this once a year. We treat California like it's, uh, a foreign, um, nation literally. We, we spend a day up north, uh, in San Francisco and Silicon Valley focused entirely on artificial general intelligence or, or general of AI. Uh, very productive. This, the Princeton, the NJ AI hub with Princeton University, Microsoft, and Core Weave has a, is a huge anchor for us. We're out there constantly trying to figure out better ways to serve our residents, other companies we can get into that hub, uh, other, other insights we can gain hugely important. Down South, all film and television. Thanking the likes of Netflix, Paramount, Lionsgate, each of whom are either leasing a ton of space or building their own campuses, uh, in New Jersey, which will be game changers, union jobs, huge economic activity, but also pitching other studios. There's still space left. The one in Bayonne, the 1888 studios where Paramount just signed up for, there's more space there, so we met with a bunch of the other big studios and. Gave it a pitch to say you, you guys ought to think of coming in here and taking a 3 or 5 year lease for a lot of space. We are players in AI and in film and television. It didn't always wasn't the case. Now when we go out there, uh, it's with the with with a real amount of uh of gravity of the effort. We're pursuing. Final thoughts as we approach Thanksgiving.
