Welcome back to ask Governor Murphy here on news called New Jersey Governor. Right before the break, we spoke a little bit about the lame duck session. So something else that we've been focusing on quite a bit was the conditional veto that we spoke about on the last show, having to do with the bill that would have eased restrictions on craft brewers in the state. Uh So that is now back in the hands of the state House and the legislature in hopes you, you wanted to see a larger liquor license overhaul uh in, in terms of how those are doled out in the whole system of the state. Where does that stand to your, to your uh understanding right now? Because it, it, it does seem as though it, it, it hasn't been moving along quite as quickly as you would hope. Ff first of all, I, I know enough to be dangerous about what other governors go through. Uh I am incredibly lucky to have leadership in both chambers uh that we've got the working relationship and the shared values that we have. So to Senate President Nick Scutari and assembly speaker Craig Coughlin. Thank you for your leadership. I remain optimistic about this. I, I do think what we're gonna see ultimately is a phased in reality. I don't think we're gonna go from 0 to 60 in one moment, but I continue uh to wanna unburden the breweries, wineries, distilleries. Um I wanna address the pocket uh licenses and how we manage licenses in malls and do all, all of that in a responsible orderly way. I continue to be an optimist. Um And God willing that sooner than later. Do you see this getting done in the lame duck session? Something I don't want to speak for the uh the legislative leaders. But um I, I, I'm hopeful. Uh and I'll, I'll leave it at that. Ok. Uh Governor, let's get back to the phones right now. We have Jimmy from Cliffwood on the line, Jimmy. Hey, Jimmy, good afternoon, Governor. How are you doing, sir? Great, sir. My question, my question is this, we, we ever see a cost of living increase on our state pensions like social security gives out. Yeah, it's, this is a, a AAA big one and, and it's come up when I was on the campaign trail long before I was governor. It's come up all the time since I've been governor and especially since inflation has been back. Hey, Jen Sino is with me tonight, Jim. Maybe you get Dennis Selo to give Jimmy a shout. So we made a decision, Jimmy. We had two huge challenges with chapter 78 number or one with Chapter 78 and one with just the pension system generally, uh, the former is cola got stripped out and it's one of these things where the gross macro number we save $3 billion. Everyone does a, you know, jumps up and down. That's a great thing. Uh I used to say, well, they, they never spoke to a retiree who is actually relying on the cola to stay above the poverty line because it may be a big number in total. But it's a killer for folks individually. The other problem which I continue to believe is the bigger issue is we underfunded the pension pay system for 25 years. And so I'm proud for three years in a row, we've fully funded that pension payment now over $7 billion a year, it's hard to fathom that Jimmy. I continue to, to, to think that's the higher priority because otherwise the pension system would fail and we can't let that happen. But I've also been very open minded to doing something if we have the financial flexibility on cola cost of living allowances. Which is your question. Uh I'm gonna ask Dennis to follow up with you within the next 24 hours to give you a sense of some of the conversations we've been having. I don't see it in the near term, but I'm, I'm not, I'm not saying never. I promise you that governor, uh, congestion pricing comes up every show. We have a question right here. This is from Dick in Metuchen. Let's listen. I wonder if Governor Murphy would reconsider his opposition to congestion pricing in New York City. I know it'll be AAA pinch for some New Jersey drivers and for that matter, drivers from elsewhere as well. But, uh, the, the New York subway system on which we New Jerseyans depend too, needs the revenue that will be generated by the congestion pricing plan. You know. So, um Jen, I think I'd love to get uh uh Diane or somebody on her team to follow up with Dick. Uh Here's the problem with the congestion pricing plan. It's got two pieces to it that just aren't acceptable. Number one, the toll, the added toll on New Jersey commuters is staggering. Um It's, you know, $15 and secondly, it's not eliminating pollution. It might be doing that in Manhattan, in the central business district. It's displacing it to North Jersey in particular in and around the George Washington Bridge which is not part of the scheme. And so, uh those two realities are unacceptable and, and I say that not asking Dick or anyone else to take a flyer on me as a pro environmental governor. I think I, we've proven for six years that we've got the strongest environmental record of any American State, but I can't, I can't stand by and allow the commuters from Jersey to make them bail out the MT A in New York City. And at the same time displace pollution into Bergen and Hudson counties in particular. By the way, NJ transit's got some big financial challenges. Um Maybe a deal might be if some of the, uh if we get a fair deal for the commuters and we figure out the pollution piece, maybe some of this revenue comes back to NJ transit. In which case, I'd be willing to listen. Governor. Very interesting development. And just in the past several days, former New York Governor Andrew Cuomo was on Fox Five in New York and he was interviewed about congestion pricing and he, who pushed this through the legislature has now changed his tune and said, you know what, maybe now is not the time for this. I only saw the headline. Um, and, um, uh, I, um, maybe he's standing up for Jersey. Uh, I don't know about that but I saw he came out about it. Listen, I, I think if you're, if you're rooting for New York City and, and by the way, I am, I am in so many respects as New York City goes, at least northern Jersey. A lot of people's raison d'etre, as they say in French for being in North Jersey is because they've got a nexus to New York City. So we root for their success. I don't know how, if you're rooting for its success, you'd, you'd wanna put something in place which would reduce the likelihood of people coming into New York. I don't get that governor. Welcome back to ask Governor Murphy here on news talk, New Jersey. Let's get to uh a question right now on Facebook. This one is from John Governor and uh John is asking about why Garden State Parkway and turnpike tolls are being raised, says aren't drivers paying enough. Yeah, so John maybe Jen the same uh uh Diane Scacchi or somebody on her team to get back to John and just go through this. These were just budget decisions that got made uh many, many budgets and years ago and these are increases that were baked into that. The one on the turnpike in the parkway. I'm actually I sent back because I wanna make sure that uh I understand the rationale that was only a few months ago, that was a few months ago. And uh and I'm not sure exactly when I'll get that. Uh the rationale back and, and, and the reason for sending it back is COVID versus non COVID. What's the traffic look like? Are these increases uh required given the reality that we're living with today? But we listen, we try to be as careful as possible and even increases and I'm not making light of them folks. So even a five cent increase is an increase in today's with today's inflation and interest rates. Every penny literally counts. But these are modest by back to good gesture pricing versus nothing today versus $15 per round trip potentially in the spring. That's insane. Listen, we're at an all time high investment level in infrastructure in the state. Um And, and that's a good thing when you're New Jersey, the two things you fund are talent and location and location is overwhelmingly infrastructure. Uh, that's roads, bridges, rails, tunnels. Um, and, and that money is gonna go to go to good use. But we are, we are obsessed at the same time with affordability. We've, we've put through 20 I've signed 20 separate tax cuts for middle class families and seniors since we've been in office. Uh, so we're gonna stay at it. Governor. Let's get to a phone call right now. We've got Michael from Parlin on the line. Michael. Hello, Michael. Hello, Governor. How are you? Uh, well, I would like to ask you, when are you gonna do something about these cars with their front windows blacked out that you can't see inside. And I've seen cars with their windshields blacked out and I feel that's a danger to police and it's also a danger. I was always taught if you don't know who has right of way at an intersection to make eye contact, how can you make eye contact with somebody if you can't see them. Listen, the windshield was the one that really bothers me. Um, Jen, let's get, uh, Pat Callahan or somebody senior and his team to give Michael a call. By the way, I love par, uh, Michael. I get a lot of friends from there. Um, yeah, and listen, I, I, I'm guilty as charged. I, I drive in an SUV with tinted windows on the side but the front is not, uh, tinted and, and in your, uh, Michael's point about, uh, eye contact is a, actually, uh, I, I see that and live it almost every day where you're, where the, uh, the, the trooper who's driving me will, you know, wave or just point to something or whatever it might be. So, Michael, let me ask the, the, the colonel or one of his senior guys or, or, or, um, lieutenant colonels, uh, to get back to you. And again, thanks for asking that governor. Let's get to a question. This is from Matthew in Oldridge. Hi, Governor Murphy. Uh, I, I think I'd just like to ask, uh, what changes to public transportation in terms of like NJ transit? Are you making to make it safer for, uh, commuters? That's a good question. We, when we came into office, um, we inherited, uh, a lot of problems and none bigger than NJ transit and one of them was that they were way behind on meeting a federal safety program requirement. And when I say they were naysayers, I, I don't, you, you could put the, the folks who thought they could get it done around this table. Uh Almost everybody said they couldn't get it done. They did get it done. Uh New equipment, uh A lot more manpower, especially engineers. Uh A lot of green equipment on the horizon, both rail and bus. Um but, you know, on time safety, customer satisfaction are the three sort of big pillars to success at NJ transit. We're not in the end zone yet, but we've come a long, long way. Welcome back to ask Governor Murphy here on news. 12 New Jersey. I'm joined once again with Governor Phil Murphy. Governor. Uh All right, let's start by talking about an event that just played out over the past couple of days. This past weekend, some 200 synagogues and Jewish institutions across the country received uh, bogus bomb threats according to the secure community network. Uh and that's the 200 that they knew about. So there could have been many more. Uh, the Jewish Federation of Northern New Jersey said there were at least a dozen in New Jersey alone in North Jersey and other parts of the state that also received these threats uh via email. What have you been hearing from New Jersey? Homeland Security and perhaps the FBI field office? Yeah, just, just before walking in here was on with Colonel Callahan and Chief of staff, Diane Gutierrez, SCT and our team and they have been in turn deeply engaged with our Office of Homeland Security and Preparedness. On the one hand and the Federal Bureau of Investigation. On the other hand, it looks like I had written down, we were one of at least eight States and I think that list is a lot longer than eight. But we were, and we weren't alone on this one. We took and, and continue to take each one of these threats deadly seriously. Thank God knocking on wood here. No explosive devices have been found certainly in New Jersey and I believe nowhere in Ame, anywhere in America. Um And the sense from the FBI is that this is a non US sourced threat. Um I believe a nation state trying to basically take advantage uh for not, not putting in FBI terms, but taking advantage of the turmoil and tragedy in the Middle East, we will stay at the edge of our seat. Uh Clearly, the FBI is an existential player here because it, it's happening across so many other American States. And so the, the, the language and the approach, one last thing is sufficiently similar in each of these cases across the country that they believe that this is more likely than not one source, one non us source governor, I, I'd like to shift gears to Rutgers right now. And um I'd like to turn our attention to a post on X. It says this is from Joshua. He says to Governor Murphy Joshua from Highland Park here, I'm a parent of a Rutgers student and there are disturbing reports of anti Semitism on campus and I need to know what you're doing to hold the school accountable for addressing this it's starting to feel like the 19 thirties. Listen, I, I've said this, uh we may need a minute or two on this one because this is so important. Um I've said this lately, particularly at several menorah lightings, I think you could say with an enormous amount of facts on your side that 2023 was the darkest year for the Jewish people since 1945. Some would say 67 or 73. I think the, the facts are, this is far worse. Um And is li literally, you, you're going back to the last days of the holocaust and uh and, and by the way that the treatment of the Jews goes back centuries, somebody said, they, they could pinpoint it back to the uh time right after Alexander the great here. So the, the there's some folks who sort of think the holocaust is the beginning of discrimination of the Jewish people and the oldest form we know, we know it. Schumer gave a great speech if folks haven't gotten this uh a couple of weeks ago about the double standard applied to the Jews. So back to Rutgers, we've been on this literally. And I mean, literally, I think every single day with the president, with the chief counsel, with the chair, chair of the board, and you go back now to the congressional testimony that some of these presidents, some of the stuff is just crystal clear, black and white other stuff is, it doesn't depend on the context is what you said, genocide. Since when does genocide particularly apply the Jewish people depend on context or the equivocation around rape and sexual assault as a, as an explicit weapon by Hamas in their barbarian attack. Folks need to call this stuff for what it is worth uh what, what it, what it, what it is and, and let's not, let's not play at the edges. What, what has President Ho Holiday told you? Uh Holloway rather told you about how the university is handling this because obviously there been so many events just in the past couple of weeks there uh was an open letter from faculty members, more than 300 faculty members, Jewish and non Jewish alike calling on the university to do something to address anti Semitism. Uh Roughly 12,000 letters sent from parents and community members. Then you had the S JP that was suspended. Uh It's kind of the culmination of all of this Congressman, Josh Gottheimer got involved in asking Rutgers to address the rising anti Semitism on campus. And then on top of it, you have the US Department of Education that's launched a discrimination investigation into Rutgers Newark over anti-semitism and by the way, not Rutgers Newark alone, they, they, they're doing that with a whole range of uh U universities. Well, I was relieved for sure. Uh First of all, I in the early days, uh post October 7th you had some protests literally at the front bordering on the front lawn of the Chabad House. Uh, it's so where, where are the zones of protests here guys, it's one thing to say, freedom of speech. Although when you're talking about genocide, I'd like to have that conversation with you. But it's another thing to be literally causing fear, disrupting studies. That's the reason why that, uh, what is it, students for students for justice in Palestine, for Justin uh for uh in Palestine got suspended because of their disruptions. It was not a uh as I understand it, it was not freedom of speech. It was, they were occupying the business school, they were preventing students particularly Jewish students from uh doing their course work. They were instilling fear and upsetting the campus. Uh and that suspension based on what I've heard was completely rightful. Um And so that's listen, this is gonna go on that you got a break right now because we've got final exams I think are finishing up this Friday. Uh And you're gonna have four or five weeks of winter and break and God willing listen, there's no question here that innocent people on all sides of this deserve the, the, the, the very best in life that, that, that we get. Uh but Israel was attacked brutally barbarically on October 7th and Hamas needs to be called out and frankly eliminated as a result of that. Let's just not equivocate about things like genocide, using rape, sexual violence, killing innocent people. And I hope is Israel does everything within its, within its power in its efforts to preserve innocent people. Uh On the Palestinian side, this has to, and, and by the way, I still dream and I believe it's still within us to get that elusive comprehensive two state solution that the responsible neighbors buy into governor. Uh Let's get back to the phones. We've got David from Rutherford on the line. Hey, David, thanks for calling in. What's your question? Hey, David. David. Uh hello, David here. Good afternoon, everybody. Governor. Great job in New Jersey. I have a question for you as a homeowner in New Jersey in Bergen County of a single family home. I had a tenant not paying me and taking advantage of the court system to get him evicted and I couldn't get a court date or victim for two years. The mortgage company ended up accumulating all those nonpayments for those two years and putting them on the rear. I wanted to know if it's any plans for you to help out those landlords during those times. Yeah, David, we had a very significant um uh amount of relief, uh COVID based, uh COVID related for both renters and small landlords, sort of what I'd like to do, but it does very much depend on the specifics of the situation. My proposal and Jen uh will help me out here. David is I'm gonna ask Jacqueline Suarez, who was our commissioner at the Department of Community Affairs, either her personally or one of her people to give you a call within the next 24 hours. Get a sense of the specifics and hopefully we can weigh in here and help you out. This is not a unique situation on either side of this renter or small landlord. So bear with us, David. Uh Let's get to George in Morristown on the phone right now. George, what's your question? Hey, George, my wife applied to Anchor benefit and she faxed all the information in on August 31st. She has not received a check and it keeps saying when she's pro it's being processed and when she keeps calling, she is not able to speak to a live person. The above is unacceptable. We'll make this one quick, George. Uh Jen, let's get Rob Field to get a hold of George either tonight or tomorrow and figure out uh if we can unlock this, you know, I hope we get a chance to talk about generative artificial intelligence before we break, we, we're gonna talk about that because a calls, a call center not getting your calls answered is right up the alley of where you, you can transform unemployment insurance benefits, motor vehicle uh transactions to a certain degree. Uh Getting your anchor questions answered. Uh transformative impact, uh, going forward. Oh, listen, I've, I've uttered more than my fair share of four letter words at these A I assistants though. So, uh, I don't know about that one governor. Um, trust me, trust me, trust me. Let's talk to, uh, we've got a question here from Alfred in Metuchen. The governor's legislature has enacted the, uh, the anchor program, which is a form of property tax relief for seniors and also on the heels of that now, we have the so called Stay New Jersey Act. Um, will there be more, uh, such type of legislation in, in the foreseen future? Well, I wouldn't say Alfred, I wouldn't say, uh, no as a categorical matter, but those are game changers and, and it will depend frankly on whether or not we have the financial latitude if we have the financial latitude to deliver more property tax relief or more tax relief in general. You bet you right now, things are a little bit soft. That's not unique to New Jersey. We expected this, uh, I'm a huge bull in the state in the medium and long term. But right now, we just gotta make sure we're, we're getting ourselves into, into balance here. But the programs that are out there are historic. I mean, the anchor program, depending on how much money you make knocks your property tax bill back at least a decade, if not more. And the Stay and J program which is not yet in place, that'll be 2026 directed at seniors, uh frankly will cut in most cases your property tax bill in half. Uh So these are jaw-dropping historic programs. Can we do more if we have the financial flexibility? Uh As I mentioned earlier, we've, we've put through 20 working with the legislature, 20 separate tax cuts for middle class families and senior seniors if we've got the resources uh company uh is more than ready to uh to act. Uh Actually speaking of Stay and J uh the appointees were just named for the task force for Stay and J as well. So, so they have X number of months to come up with ways to implement this now, correct. Uh It, it is not actually scheduled to go into e existence, I think until January of 26 but they've got a limited clock far, far, uh closer to now in terms of what this is gonna look like. Governor. Uh, since the last time we spoke, the RWJ nurses strike is now over. Thank God. That is finally uh in the books, given how long that strike lasted though. Uh Should there be state mandated staffing ratios? Other states have these in place? There was an effort, I believe a couple of years ago to try and do that in New Jersey. I'm not sure whatever happened to it. Yeah, I mean, it, it's something we to, to a certain degree we have that this went on far too long. Le let me just be unequivocal about that. Um I ended up spending uh good quality time with the leadership on both sides um in particularly toward the end just before Thanksgiving with the head of the union and, and whether that had an impact or not, I'm not sure we were tough uh as a general matter, both in public and private to get in a room, lock the door, throw the key away and figure it out which they ultimately did. But now you have another potential strike that you're keeping an eye on and that has to do with the, uh, cleaning and service workers more than keeping an eye on. In fact, my wife was, was there at the strike vote the other night. 32 BJ. And listen, this is the, these are the folks who are janitors and uh basically clean the place up and this is about 10,000 people at tri state. You bet you it's a big union. Uh, it's a service union. Uh, they, they cover most of the big buildings and retailers, hotels. So listen, do you read the tea leaves on this one? Do you think that? Well, listen, the, the there I get why if you're a landlord and you've got office space or retail that you're not seeing necessarily your best days of all time, given the fact that that people aren't, you are shopping more electronically and, and not necessarily going back to the office, still working from home, but don't balance your books on the back of these union members. Uh These are uh incredible individuals have spent a lot of time with this union over the past now, eight or nine years, huge, proud immigrant population within that union. Uh They do the Lord's work, keep, keep the place clean and running. Uh Don't balance the books on their back how this goes going forward. I had an update, uh, yesterday, I guess. Um, it's slow going. Uh, so I would just ask everybody out there to bargain in good faith and get this one behind us. Governor, taking another quick break. All right, welcome back. Let's get to another question. We have Leanna who uh actually asked this question when our crew was out on the road the other day? Ok. How do you feel about the fact that so many teachers are leaving their positions? And what would you do in order to fix that issue? Do you think that they're fairly compensated? Um And how would you give them more support during times like this? Yes. So the, the big challenge right now in the educational arena is exactly this question. How do we attract new folks into the profession? How do we keep the folks who are veterans in the system? Uh And we're doing stuff on both fronts. Uh LL uh Jen, let's get Dennis to give Leanna a call, but I'll give you a couple of examples we're paying now, um stipends for student teaching to make that a financially more attractive piece. And then we're doing an enormous amount de bureaucratizing the actual current burden on educators and you have to get a balance right? We get the number one public education system in America that begins with great educators. So you wanna make sure you've got the quality staying high and we have outstanding quality but take out stuff that's paperwork for the sake of paperwork. That's not at the point of attack, changing, transforming a kid's life and we're trying to get, we're doing a lot of that right now and God willing both of those ends will help uh governor, a couple big, big pieces of news. First, the artificial intelligence hub that you uh announced with Princeton University. Uh that is going to be um obviously it's huge for the state, but it also comes at a time when there are a number of people who've been sounding the alarm about the threats that A I poses. So, so is this hub going to address those emerging threats as well? All of the above, we, we had a huge uh seven day stretch here. I know you also, you and I were talking offline. We got Princeton University A I hub. I'll come back to that Bell Labs reaffirming uh its presence in New Jersey. They looked around the entire country came down to Texas versus New Brunswick. New Brunswick won. They're gonna be in the Helix and they've got a big A I element, the A I hub and I suspect you could say the same thing for Nokia Bell Labs and their A I endeavors will be all of the above economic development. Let's get talent here. Most of the talents in the Bay area in California. Let's get it in Jersey. It's a natural for us, get start up companies to be here. Secondly, let's make sure we deliver, I mentioned earlier. Yeah, I promise you'll have a better experience when the state of New Jersey delivers your uh call center uh experience, but uh responsibly and hyper efficiently deliver government services. And then thirdly and finally, the stuff you're talking about, how are we gonna regulate it? What are the ethics around this? So that's all of that's important to us. I know it's important to Princeton and that hub will, will capture all elements of that. I'm extremely excited about this. I frankly think it's one of one of the big game changers that we put up in our time in, in office, governor, two more important topics that we wanna get to before we do that. Uh Steve Sweeney, Steve Philip, two of the names so far that have emerged in the next scoop. And y you would say Deja Vu all over again ever again. And, and I believe that uh Jersey City Mayor Philip uh even joked around that. Maybe no random. I believe he said millionaires. Will we enter the race at the last minute this time? Uh How, how do you think that this is gonna shape up and, and what do you think about both candidates? They, they're both outstanding um close to, to both of them, Steve full up is a great mayor and, and uh and Sweeney there Steve, uh, Steve was a great senate president. People always make a lot of noise while you guys didn't get along at first. Well, in fact of the matter is we were each strong willed. We, we had to find our rhythm but boy, do we find it? Uh, they're each outstanding. I think that field gets bigger. I think it gets bigger and not smaller. I suspect there's gonna be a fairly robust field on the Republican side if I had a guess, my guess is as good as yours. Uh But uh listen, uh, uh voters are looking for choices these days and they deserve it. These are two really good guys almost out of time. So very quickly state of the state preview any, anything you can tell us because that's rapidly approaching at the beginning of next year, still still working on it. Uh early, early stage, I should say. Uh But it's, it's one that I think will more likely than not as opposed to go through a laundry list of stuff. I think you're gonna see us talk about um, the, the, the state of the state in, in the, in the, in more of a soulful uh way. Uh Folks, there's a lot of pain out there. We mentioned the Jewish community, the Palestinian community is big in Jersey. Folks dealing with grocery prices that are still too high gas prices, mortgage rates.
