Welcome back to ask Governor Murphy here on news 12 New Jersey. Governor. Let's get to the phone calls right now. We've got Bob from Beach Haven on the line. Bob, thanks for calling in. What's your question? Hey, Bob. All right. Thank you. Uh, Governor. I just wanted to, uh, ask you whether you or your staff have taken a hard look at the feasibility of removing uh the wind towers and the turbines at the end of their useful life. Uh because from what we can tell it, it just is not technically feasible to do that, get it back to shore and cut them up into bite size pieces for processing. So it, it looks to us like any decision on, uh, especially the Atlantic Shores project is gonna be an extremely long term, uh, commitment in our view, not a good one. But have you looked at, at this very long term? I is the question? Yeah, Bob, a good question. Natalie Hamilton is with me on my team tonight and gonna ask maybe, um, somebody on Dennis Eos team to follow up with Bob. Bob. I haven't focused on that, to be honest with you. Uh I gotta get them built. Uh which is what I am focused on and that's gonna happen, which is good news. Uh In fact, I this is Earth Week and I'm making big news tomorrow on the solar front. So not on the offshore wind front. But listen, we're the most, as I mentioned, the most densely populated state in America, we uh are the most exposed along with South Florida to sea level rise. Um These windmills will be able to power a million and a half homes, clean energy, thousands of union jobs, most of them in South Jersey, which is where we need the most, the biggest boost. It's a win, win, win. So I haven't spent much time thinking about what they look like at the end of their useful life. Uh I'm assuming they're gonna be out there for many, many decades. My job right now and the 20 months I've got left is to get as many of them up and running or at least the program is up and running as possible. We had a historic, biggest in the nation's history, solicitation success in February. Um So this is, we had a bump on the road last year for sure. Uh But we're through that and uh this is AAA huge opportunity for us. It's, it saves us on the environmental and climate side. It creates jobs, it, it powers a million and a half homes. It gives us jobs and economic activity exactly in the part of the state where we need it. Uh, but Bob I'll have our guys follow up with you and, uh, we obviously wanna hear you out. Thank you, governor. You wanna spill the tea a little bit. Give us a preview of what the solar announcement is. It's a, a number of announcements. Actually, I'm gonna be in, uh, in, uh Berkeley township in Ocean County. Um, and we're gonna be announcing, first of all, there's a massive in the Bayville section. A massive uh I think it's called uh Eagle Solar one and two. We'll be there. We got a huge federal slug for solar last week. I think we were the fourth uh sorry, second largest um state recipient of federal money, uh which is a huge testament to our Christine Sido and her team at the Board of Public Utilities and we're gonna talk about a whole number of other programs. We're gonna pass the five gigawatt level, um which is a big deal. Um So we wanna be, we are increasingly the state that folks look to uh as it relates to the green economy and, and now not just offshore wind, but increasingly in solar and by the way, the nukes uh thank goodness, don't have carbon emissions and they're an important part of at, at a minimum of our, of our bridge strategy. So there's a lot of good stuff going on. Governor. Let's get to another phone call right now. We've got Vanessa on the line from Elizabeth. Hi, Vanessa. Hey, Vanessa. Hi. Hi. Hi, how are you? Great. How about you? I'm, well, I have a question. Um, I'm primarily on unemployment and, um, I'm trying to change my career path so I'm trying to, um, get my CD L, um, license and I wanted to know why do unemployment pay for it? And there's a test they requiring people to take calls, um, tape or something test, but I have my high school diploma. So I don't understand what's the purpose of that test. God bless you. First of all, I hope you get, uh, replanted in something that you like and this, uh, gives you good wages and benefits, it gives you satisfaction. I think what I'd like to do, Vanessa if it's ok with you because you got some pretty specific questions. I'm gonna ask our, uh, Natalie to get our commissioner, the Department of Labor and Workforce Development, Rob Sarah Angelo, either he or one of his senior folks to reach out to you in the next 24 hours because I wanna make sure you get the exact right answer that you need, uh, especially on the test, which I'm not sure of the answer to that if you've got your high school, uh degree already. I've got Phillip from Hillsboro on the line. Philip. What's your question, Philip? I love your name. Uh Yes, I, I'm sure you would. Uh Hillsborough very much appreciated you being here in April of 2021 the groundbreaking ceremony of the 206 project two years later, however, with work underway in May of 20 tw 2023 the Department of Transportation terminated the contract with our, with that contractor since then. Very little has been happening on this project. The road continues to be a major safety hazard and a detriment to local businesses. There's now been a year since and neither the state nor the surety has yet identified a new contractor to complete the work. What can you do to help complete this project, Philip? Um First of all, I'm gonna ask our former uh Department of Transportation Commissioner Diane Gutierrez Cotti to reach out. She's my chief of staff. She knows route 206 cold and I suspect she'd say the same thing that I'm about to say. It is singular, one of the most frustrating situations in the state for me and it has been for the past couple of years. Um I was proud to be there three years ago. It's a game changer when it ultimately gets done. 206 is an incredibly important uh road. Uh And for a whole lot of community Hillsboro being prime among them. Um I believe Diane will tell you this is close to getting unlocked and close to thank God getting moving again. Uh But I'm very frustrated by it. I'm personally pushing this hard. Uh And God willing, we're gonna get some progress there sooner than later. I will ask Diane to reach out. I look forward to going back by the way, uh, when this thing is rolling. Welcome back to ask Governor Murphy. I'm Eric Lanre, along with the governor, governor. Let's get to a question on social media. This is from Mel and, uh Mel wants to know what are you doing to combat the car thefts, home invasions and rise in property crimes we've been seeing in the state. Uh And those are real. Uh, although we think the numbers in the past couple of months have begun to flatten thankfully. Um, let me start with some good news, uh, the violent crime, uh, reality in New Jersey. Knock on wood. Give me some wood here, Eric is getting, uh is, is going dramatically in the right direction so that shootings murders, rape, um, et cetera. Uh We had our lowest number of shootings per year last year and since we've kept record and we think we're on a better pace this year, I just want to point out this is, this is some of the video that, uh from one of the stories that we covered, I believe that was in Monmouth County. Yeah, where, uh somebody actually broke into this fellow's house in the middle of the night. Now, let me give you the bad news that's real. Uh And mayors call me citizens, uh, re residents call me uh, regularly. Car thefts has been a longer tailed phenomenon more recently, home invasions. And by the way, this is not to make anyone feel any better. It's a national phenomenon. So we've given the, the police more authority to chase. We have put in place significant assets uh in terms of license plate spotting, we are tightening up. We either have and, or let's uh Sam and Edison, he's one of the guys who's reached out in fact what we did. Uh He, he's, he's actually been among those who, who said that a majority of these crimes are being committed by juveniles, correct that which is true. And he also, I think if Sam were on the show, he would say that his community, the South Asian community, not just Edison, but the South Asian community specifically is being targeted uh in terms of the home invasions. Um And we plussed up significantly the state police presence actually to augment what they were doing in the local Edison PD um a few weeks ago. Uh and we, we either have or we've tightened up loss. Um And we'll continue to do that. Um Again, we're not, we, we are not in isolation here. You, you pick up any newspaper in the country right now. This is a national phenomenon that doesn't make folks out there feel any better. I get it. Uh but we are putting more assets into the hands of law enforcement, putting more laws on the books. Um, basically increasing the level of, um, conviction or, uh I I indictment and then ultimately conviction that these crimes, uh, carry with them governor in recent days. Uh, GOP Senators Doug Steinar and Mike Testa introduced us a stand your ground bill here for New Jersey, uh, which would expand the justifiable use of force and deadly force when people are defending themselves. How do you feel about such a bill for New Jersey? No specific comments on the bill. I haven't read it and, and we don't, as you know, don't comment on bills that are not, uh either on our desk or that we made a decision on. I have mixed emotions about that. Um We are by many measures, the safest gun safety state in America. And part of the reason is we've been able to keep the number of weapons in the state in fairness to Senators Steinhart and Tin. I've got a good working relationship with both of them. They're both good guys. Um, in fairness, most of the guns levels that were brought down are crime, guns and illegal guns. But I, I I'm not, I'm not in the camp as a conceptual matter without having seen this bill. I'm not of uh of the opinion that more latitude to fire a weapon, more weapons. Um That's not the, that's not the school that I've come from governor. We, uh, we do have to take another quick break. We'll be right back when we come back. Uh Governor, uh the news that's really been dominating headlines for not just this week, but the past several weeks is what's been playing out on college campuses, especially right across the Hudson right now. Uh It's really devolved into, to anarchy and in many cases just outright Jew hatred. Um Colombia has really been ground zero for, for a lot of this scene reminiscent of, you know, 19 thirties, Nazi Germany, where Jews are being prevented from from going on to parts of campus, people are yelling that they're gonna do uh 10,000 more. October 7th one every day. Uh I just wanna get your take about how this has just exploded on college campuses now. And the difference between free speech and what we're seeing free peaceful speech and demonstration is a Hallmark of the United States of America. And it always should be. But you've got two things here that are completely unacceptable. And by the way, there is also, we should also note there's Islamophobia at the same time when you saw the Rutgers Muslim Center was vandalized. Thank God. Uh It involves somebody who had nothing to do with R zero to do with Rutgers. And I think that may be true in a lot of these encampments um as as well. But, but you should also mention there's an encampment or there was a protest going on at Princeton as well, correct this week. Uh There is, there was, and I, I thought by the way for folks looking to find uh a, a good document that I think frames this very nicely. Chris Eisgruber, who's the president of Princeton wrote something I think overnight. Um And he talked about free speech versus, uh and we'll get to what the verses is, is in a moment. But, but he had in terms of protesting the words he used as a framework, time place and manner, that time place and manner which I thought was a very good way to put it. So you've got raging anti Semitism, not just on college campuses, but you're seeing report after report after report. Uh my friend Robert Kraft has this blue square notion. Uh And if folks aren't familiar with it. Um And this is the shocking reality, 2.4% of Americans are Jewish of all of the hate crimes that are perpetrated in America. Sadly, far too many in New Jersey, 55% are perpetrated against Jews. So the blue square and you've seen these right, the blue square has a hashtag which is the size of the area of 2.4% of that square. And it's shocking. Um And you've, you've heard stories about orthodox Jews at Yale being cornered and not being allowed to move forward. Somebody, Brett Stevens wrote an article about somebody at Yale who was physically attacked just because they were Jewish Alison Rutgers, as you know, is being investigated by a congressional committee as well. There have been numerous incidents, they responded with 44,000 pages of documents to the committee. It's, it's not limited. We're we're not immune to this in terms of what's going on here. But there are two sort of strands that um are related, but at the same time, separate one is hateful right wing hate crime behavior. And in this case, overwhelming amount of it pointed at Jews. But also we have to acknowledge at the same time a shocking rise in Islamophobia that's here over here is the notion that Chris Eisgruber about time place and manner, regardless about what it is you're protesting about. It's the manner of your protest. It's, when are you doing it? Where are you doing it? If you've got a kid as you do and you're paying for them to go to college, not only do you expect them to be respected, uh, in there, whether regardless of religion you name it, but you expect they're gonna be able to go to class that they're gonna be able to conduct. They're, they're there to learn. Uh, and you've got both of those axes that are off right now. You've got hateful behavior over here and you've got prevention of institutions of higher education from being able to prosecute the education of the kids who were there to get educated and both of that is unacceptable. Listen, we've been hearing a lot. I spoke to the AD L just last week from New York and New Jersey about some graffiti that it's been showing up over on Rutgers. And uh the graffiti was a, a stencil of a well known terrorist hijacker layla Khalid who had hijacked a plane in 69 and 70. Um And you know, when, when you see this, you can definitely, you can certainly have a call towards activism. But when you have an image and this is the point that the AD L was making where somebody's holding a machine gun and it's somebody who was a convicted terrorist. It takes it to a different level. Does it not? Totally, absolutely. There's no, no argument whatsoever. I think an enormous opportunity is being missed by the folks who were protesting, they should be pro protesting for a comprehensive two state solution. That's what they should be protesting for. They are now the these vile images, these vile slogans, these vile actions. Sadly, and I think quite naively, folks, mostly young people are aligning themselves on the same side as Hamas which is a terrorist organization, the Republic of Iran. Uh they're missing an opportunity to make the case they should be making, which is there is a, there needs to be a rightful comprehensive two state solution with equal treatment and rights for all. And I say comprehensive, that means that the neighborhood buys in prior to October 7th. I think there was a real possibility and I still think there is, I don't have any inside. I'd like to tell you the inside information here that there's a grand bargain here. Commitment to a two state solution normalization of a relationship between Israel and the Kingdom of Saudi Arabia. You add that to the Abraham Accords of a few years ago, which I think in fairness to the Trump administration is one of the bright lights of their time in office. You have a transformed Middle East, you've got Iran on their heels. And by the way, Hamas knew the was possible, which is likely why they it triggered with Iran's, whether it's explicit or, or I I implied support, which is why they triggered the massacre on October 7th governor. We, we're gonna switch gears, right. So, it's all right. Uh, we, we're gonna switch gears. I wanna get to a phone call again. We have James on the line from Newark James. Hi, thanks for calling in. Hey James, how you doing? Uh, my question is, um, about drug court. I graduated drug court like two or three years ago and I understand that there is a class action lawsuit for the public defenders to the state police because the, the records are not getting expunged and I just didn't understand why. 00, I, I'm kind of lost. I just been trying to find out. So James, I'm gonna ask Natalie to get someone either Param Garger or Chief counsel or somebody on his team to follow up with James Asap. Um Good news and bad news, James. Uh I'll start with the bad news. We still have a backlog to chop through um good news. We're, we're getting there. The system was paper based. Uh This is what we inherited. It was paper based completely decentralized. No central systems. The state police to their credit have made an enormous amount of progress. I know some of the advocates out here will hear me say that and say that we're taking a victory up. There's no victory lap. As long as people like James are still out there without having his case been processed. We're not there yet, but we are making enormous progress. In fact, I think they've reduced the backlog now by over 77 0% James will get somebody in our team to follow up with you and do whatever we can to accelerate your situation. Governor in the past couple of weeks, uh, we've reported on two Children, uh, actually this, in just the past several days, we reported on two Children in Port Redding who were sickened after eating marijuana gummies. Uh, back in February 4 Pennsauken middle school students were sent to the hospital for this New New Jersey poison Center says itself with 100 and 40 cases of kids eating marijuana infused gummies. That was last year. What can be done? What in the state do, whether it's education or, or uh really kind of holding parents feet to the fire so this doesn't get into the hands of kids. Yeah, I mean, this was a big issue. You'll recall when the whole process of legalization of adult use cannabis was being born. This was a huge issue. How do you label the packages? How do you ensure that these gummies which look very attractive? You could see these pictures that looks like something you'd get on Halloween that they don't get it into the, into the wrong hands. Um The, the cannabis regulatory commission as you think has done a very good job, by the way, this is not to make anyone feel any better. New Jersey is not alone in this challenge. With all the states that have legalized adult use cannabis, but we have to do better. Uh, and that probably also includes safe storage lock kits and, and that's something that we've spoken about on news 12 as well to, to lock kits like these just store that away, lock it away. But it's a little bit like storage your gun, your weapon separately from your ammunition. This is a similar notion. That's something I think we probably would be wise to promote using our bully pulpit a lot more than we have governor. We're gonna take another quick break. Welcome back to ask Governor Murphy here on news. 12 New Jersey. Governor. I want to get back to the phones right now. We have uh, Carolyn from Sea Isle City on the line. Carolyn, thanks for calling in. What's your question? Hey, Caroline. Hi, my question is about the uh smoking ban in the casinos. I have been working closely with the group c who has been trying to get um, smoking banned uh legislatively, but since that wasn't working out, they recently filed a lawsuit and I would just like to get your thoughts on it. I'm not a lawyer, Carolyn and I will have someone again, Natalie Carmel or someone on his team follow up with Carolyn within the next 24 hours. So just let me stipulate, I'm not a lawyer. Uh I my personal sense based on conversations with lawyers that this gets fixed, not in the courts but by statute by a law. Um, and this is something that is obviously a highly charged situation. Um, the union, this is something that Senator Joe Vitale has tried to get. Right and Joe, if Joe's listening, he's gonna be mad at me for saying that there are arguments on both sides because Joe doesn't. Joe. Joe does not agree with me and I, and I have a lot of respect for Joe, but I wanna make sure I say that uh uh clearly, um I'm, I'm not speaking for him. Um, the, the union that I believe uh pushed this suit is Uawaw who represent dealers. Uh They wanna have it banned and their argument is, folks are smoking and blowing it right in their face and I get that on the other side, the other big union local 54 of Unite here, I'm pretty certain does not want it banned because they're concerned it will impact the business prospects in Atlantic City. Um Whether there's a compromise here or not, I don't know. Uh this has been kicking around for a long time. I have said in the past and I'll reiterate today if a bill gets to my desk, subject obviously to the details. But if a bill gets to my desk as it relates to banning smoking, I will sign it. I've been saying I've said that now for going on seven years. Um But uh it's, it's one where there's a lot of passion on both sides for sure. And this lawsuit actually names you personally as well as the commissioner of health. Yeah. Not, not the, not the first time. Probably not the last. So there is a hearing that's scheduled May 13th on this, um, legislative or judicial judicial hearing. Uh, so I suppose, uh, stay tuned is in order. Uh, again, the law, again, uh, health warning, I'm not a lawyer but the lawyers with whom I've spoken have said this gets fixed by statute, not in the court. So we'll see. Governor. Uh, I wanna talk about the budget because, uh, we've got a little bit more than two months to, to hammer out that fiscal budget for, for the next year. Now, this week, the New Jersey Business and Industry Association took issue with your proposal for that corporate transit fee this week. Well, the most recent uh effort, yes, they, they actually did, did hold a news conference this week. Uh Ceo Michelle Skurka saying that the proposal is obviously bad for business and New Jersey's business climate and the ramifications extend well beyond the business community. This policy she goes on to say short sighted and fails to see the long term impact it'll have on our economy, our workforce and our communities. Uh She wants the legislature to reject the proposal during the budget process. Uh really trying to get the point across that. This is gonna convince more businesses whether it's now or in the future to give up on New Jersey and move to a more tax friendly state. I mean, II I don't take those concerns lightly and in fact, I myself have really wrestled with this. Um And, and I accept that, let me just say a couple of things for 80% of the businesses in this state that were subject to the corporate surcharge of the past several years. 80% of them are getting a tax cut in this budget, 8 0%. Um So we've moved the income levels up meaningfully, but even then I don't take that lightly. Um But I do accept the fact that unlike the MT A in New York City, which is trying to balance their fiscal challenges on the back of New Jersey commuters, all big transit systems, particularly post COVID in America are losing large plus or minus 500 to a billion dollars if not more. Mt A is more. Uh And I, I'm committed to solving that within the four walls of New Jersey and there's no one magic wand that gets this done, not happy about a, a toll hike, but it's the first one we've had and it's a lot smaller than the ones that preceded us. And NJ transits a lot stronger organization, the state will continue to put money in uh to the organization. The Lord helps those that help themselves. We have pressured NJ transit to, to go through a administrative restructuring of significance including to try to un unearth some of the value in the real estate that they're sitting on and then the corporate transit fee on top of that. Um And by the way, I hope um I'd love, I was asked this question uh within the past several weeks, I'd love a scenario that down the road that none of this is permanent, that the state doesn't have to be in there every single year that fares don't have to always go up. In fact, maybe they could go down that the corporate transit fee is not forever. And for always, in other words, an NJ transit finds its way to get on its feet, not just to deliver great service to commuters. And they're well on the way in that direction, they're not perfect, but they're getting there. But at the same time, they're a viable oper, the commercial operation. I hope that day is in the future, not too distant future. I wanna talk a little bit more about the budget. When we come back. Are you going to give the schools more funding? We're all short budgeted. All right. So very quick comment there from uh one of our viewers out in the field that uh OK, so just lending to the conversation about what's in the budget for schools and, and how that's all going to be finalized. I'm concerned about the clock. So I wanna say this quickly. First of all, Natalie, that was Ellen from Old Bridge. If we get someone to follow up, probably from Dennis's team. Uh We got here almost seven years ago. Schools in the prior administration have been underfunded by $9 billion. That was part of the problem. The other part of the problem is the school funding formula was never allowed to work. What does that mean in plain English that you want the dollars to chase where the kids are? So you had a, you had a stagnant sense of the demographics of the state and you're underfunding it. So former President Steve Sweeney speaker Craig Coughlin and I agreed that we would both go on a seven year plan to fully fund public education, but also move the formula such that it chased it, it chased the kids and it was consistent with where, where the demographic was about 65% of school districts each year since I've been in office have had an increase in their school funding year over year and about 30% of it a decrease. It's 100 and 40 something districts this year and a few small percentage have been flat. I don't know, off the top of my head. The, the reasons behind Old Bridge, this is a formula. This is not me, this is a formula. Um The reasons why districts go down typically one of two capacity. In other words, they have too many seats relative to their kids. Uh Number one or number two, the local share or ability to pay in town has gone up. In other words, the wealth of the town has increased, which means we are able as a state to come down. So I would just say to towns and, and Ellen's and Old Bridge and we'll follow up with her, we're here to do whatever we can to help towns get to a, a good rightful place. But you've got a reality where you've got, sometimes they have three high schools, they should have two. and I get it, it's emotional. I, I completely get it but, but we wanna be partners. This is not all our fault. Uh or a town is doing really well and they've got more wealth and property taxes. Are going up. That's a good thing. Uh Not necessarily on our back in terms of fault, but what I would just say, unequivocally, we wanna educate our kids. We have the number of public education system in America and we want to keep it that way. Governor almost out of time. You're wearing your emergency operations, fleece jackets. So I want to mention the emergency we had not that long ago. Unbelievable. Uh, 4.8 earthquake epicenter in 100 county in the weeks that have passed. Obviously, we've had, we've had aftershocks. Have you found, have you learned of any further damage or? And how do you think New Jersey handled everything? I, I think Jersey handled it really well and I'm stunned that there wasn't thrilled, stunned, there wasn't damage. Uh, there was a modest amount of plates fall, a couple of foundations here and there. But the big critical infrastructure, utilities, tunnels, bridges, highways, rail people's lives, no injuries almost takes your breath away. 4.8 is not a small number on the Richter scale.
