A broken elevator and an unresponsive landlord have residents of a Jersey City apartment building begging for help. The elevator at 37 Duncan Ave in Jersey City has been out of order since mid-October. Resident Katherine Athanas says she has been walking up two flights of stairs, then out onto the roof and crossing over to the adjacent building so she can use their elevator. Athanas says this week the management closed both elevators so nobody could go over the roof. Residents say neither the owner of the building, Optimum Management, or the manager have been available when residents call.Residents say it?s not the first time Optimum Management has left them without proper services. They say for three weeks in November the buildings heating system was not working.
