Jersey City's new bike-sharing program kicked off Monday, but many stations had racks and no bikes, according to some potential riders.
Citi Bike Jersey City will include about 350 bikes. It will be available at 35 stations and will operate in tandem with New York's Citi Bike program.
Citi Bike Jersey City will cost $149 for an annual membership. Members will receive unlimited use of a bike for up to 45 minutes, and their memberships will be honored in New York City as well. Daily and weekly memberships also are available.
Critics say the bike racks take up valuable parking spaces.
Jersey City has added 22 miles of new bike lanes in the city.
