A woman has been arrested and charged in connection with a fatal hit-and-run incident that killed 21-year-old Caroline Bump in Millville on Oct. 22.

Police say Breanna Rowley struck Bump, who was standing in the road, and fled the scene, leaving Bump unattended for hours. Bump succumbed to her injuries before being discovered.
