A New Jersey community that once feared flooding from heavy rain like the one generated by Elsa is in a very different position thanks to flood control.
Bound Brook has not experienced damaging flood waters since completion of the flood control project by the Army Corps of Engineers five years ago.
The project included levees, flood walls and pump stations.
The community, located along the Raritan River, was vulnerable to floods throughout its history.
A catastrophic and deadly flood caused by Tropical Storm Floyd in 1999 brought momentum to calls for comprehensive flood control in the community.
Auto repair shop owner William Yeager says it's made a world of difference.
"It works good. The water would come here first. We were the first ones to get the water every time," Yeager says.
A tropical storm like Elsa would once have put many Bound Brook residents and city leaders on edge, but not anymore says Borough Administrator Hector Herrera.
"We still do certain preparations, but not to the intensity pre-flood control project," Herrera says.
