Pine Valley, one of New Jersey's tiniest towns, is starting the process of combining with the neighboring town of Pine Hill.
The process could be complete by the end of the year.
Eleven people live in Pine Valley, over 10,000 live in Pine Hill.
Officials there say it's for fiscal and operational reasons.
