Officials plan to board up a home on Pamrapo Avenue in Jersey City after discovering the residence was flea infested.
Police were called to the residence after receiving a call about an elderly woman falling.
Investigators say they could smell the stench of dog feces before they even got to the door.
Two people had to be decontaminated. The dogs found inside were taken to a shelter for decontamination.
