A national group that researches and advocates for teacher quality says New Jersey is coming up short.
A report by the Washington-based National Council on Teacher Quality says New Jersey gets a D-plus, ranks 36th in the nation.
The report says the state is making less progress than most states though its students' generally score highly on standardized tests.
