COVID-19 cases rise across state, positivity rate at nearly 10%

Connecticut health officials say COVID-19 cases are up across the state this week with a total of 3,923 cases reported.
They say the positivity rate is just below 10%
They say 400 people are hospitalized in the state with the virus.
