Reducing confusion, or creating it? Flow of 2 traffic circles changed in Wall Township

The New Jersey Department of Transportation changed the flow of two traffic circles in Wall Township, causing confusion among drivers.
Traffic on both routes 34 and 35 will now yield to vehicles in the circle, mirroring the third circle flow in Collingwood.
There are signs showing the change, but none of the drivers seemed to know which way to go at the Route 34 and Allaire Road Circle.
Officials say drivers used to drive into the circle at 40 mph or higher. But on Wednesday, drivers stopped at yield signs and in the right of way.
Crews overnight also striped and signed the Route 35 and Atlantic Avenue Circle many locals call the Manasquan Circle. Traffic will also yield to vehicles already in the circle.
The two circles provide crowded routes to the beach areas and access points to the Garden State Parkway. According to the DOT, the plan was made in conjunction with leaders from Wall Township to make the circles safer, and bring them in line with the town's third circle - a little north of in the Collingwood section. The goal is to reduce confusion.
The vast majority of comments in the local Facebook groups say changing a pattern they've known for decades is accomplishing the exact opposite, and many people are calling for the elimination of the circles altogether. 
Police pulled over drivers not following the new signs and paint marks, but say as of now, there have been no crashes reported at either circle.
