Arrest made after video shows man chained to fence with bike lock

JERSEY CITY -

An arrest has been made in connection with a video livestreamed online of a man chained by his neck to a fence, Jersey City police said Monday.

Authorities said the video, which was streamed on Facebook Live, showed the man chained to the fence with a bike lock while at least two people taunted him and poured water on his face and clothes.

Jersey City police said the incident happened on 16th Street around 10:30 a.m. Friday.

An investigation was launched after News 12 New Jersey brought the video to the attention of Jersey City police.

Authorities said the person arrested in connection with the incident will also face drug charges for being in possession of an illegal substance at the time of his arrest. 

Police did not say if the unidentified man in the video was hurt during the incident.
