Video appears to show police scuffle with 19-year-old suspect

State police were involved in what appears to be a scuffle with a man who allegedly resisted arrest after being pulled over.

The incident started on I-280 West in Harrison Township around 8:30 a.m. Friday and it was captured on cellphone video.

Police say a passenger in the car, 19-year-old Shakir Hilton-Logan, of East Orange, had an outstanding warrant.

According to state police, Logan resisted arrest and that's when force was used against him.

He is facing charges that include obstruction of justice.

State police say as protocol they investigate all incidents that include use of force.
