Union workers rally at World Trade Center site

Thousands of workers will gather at Ground Zero Tuesday to push the Port Authority and the World Trade Center site developer to end a battle over reconstruction.

The Port Authority and developer Larry Silverstein have been deadlocked on the issue of rebuilding the 16-acre site. The Port Authority, which controls the property, has been battling Silverstein over financing concerns.

Construction has already begun on 1 World Trade Center, a memorial park and the transit hub.

Union officials say the reconstruction project could create thousands of new jobs for unemployed workers.

An arbitration panel has given both sides until Friday to come up with a solution to the dispute.
