Program helps grandparents with custody of grandchildren

A program using federal funds is helping grandparents in the Garden State that have custody of their grandchildren. Program for Parents began with a $2,000 budget 25 years ago in Montclair after two women knew parents seeking resources for child care. The program's budget has risen to $77 million and serves 15,000 people in Essex County alone each year. More than 100 grandparents with custody of their children receive help from the program, including 68-year-old Carolyn Duke. Duke, who works at Newark City Hall, gained custody of her two grandchildren 18 months ago. The funds are used to pay for day care and summer camp services for children up to 13 years old.
