In what appears to be a cycle of deniability, dogs from unlicensed breeders are showing up in many New Jersey pet stores.

Facilities known as puppy mills breed dogs in what New Jersey SPCA officials say are dirty and cramped conditions. While many pet stores in New Jersey say they buy their dogs from reputable breeders, some may be unaware that their dogs come from unlicensed facilities.

New Jersey SPCA officials say a middleman is often used for buying and selling the animals. According to a spokesperson for the New Jersey SPCA, the use of a middleman and the entire system of buying and selling dogs from mills is a system of deniability.
