Lawyers say Jersey City provisional ballot flap blocking voters

(11/02/04) JERSEY CITY Some voters in Jersey City have not been able to cast their vote due to some apparent procedural confusion.

Voters having problems with their registration are supposed to receive a provisional ballot from poll workers. However, some critics say this is not happening and they want to know why there has been a break in procedure. In addition, one local campaign manager says some voters are getting to the polls and finding out they are not on the books for various reasons.

Those who find out they are not registered must go in front of a Superior Court judge to get permission to vote.
