Residents of a Bellville complex say irresponsible owner making life miserable

(11/29/04) BELLVILLE Tenants of a Bellville apartment complex say they want their landlord to take responsibility for deplorable conditions.

Residents living at Branch Brook Gardens say their quality of life has steadily declined over the past 10 years. Mold and clogged gutters are just two items on a long list of complaints by renters. According to one Bellville police official, the complex has also become a hangout for drug dealers and criminals.

Police have taken action by arresting the complexs owner, Larry Lipschutz, and fining him $12,000 for approximately 3,000 code violations. Despite the arrest, many residents say they will have to move if the building is not sold to a better owner.

Lipschutz has been ordered by a judge to fix the building or sell it.
