Foster parents in Beachwood charged with starving 5-year-old child

Police say two foster parents were charged Friday with starving a 5-year-old girl in their care.

Police arrested Ernest and Cynthia Davison after an anonymous tip was given to the Division of Youth and Family Services (DYFS). They found the girl bound in her bedroom at the Spruce Street home.

Officials said the girl was 21 pounds when she was taken into custody, which is roughly 20-30 pounds underweight. According to the Ocean County prosecutors office, there was proof the girl was restrained repeatedly by her ankles and wrists.

Officials say the Davisons have a history of adopting children with medical conditions. Police say three other children in the home were also taken into protective custody.
