New Brunswick police say that no charges are expected to be filed against a man who allegedly punched a 19-year-old girl outside of Rutgers University last month.
Capt. J.T. Miller tells News 12 New Jersey that they know who punched Emily Rand, of South Amboy, and have determined that no files will be charged against him at this time.
Rand suffered a fractured skull after she hit her head on the ground when she was knocked out on Oct. 29. She was in a coma for several days and had to undergo surgery to reduce swelling in her brain.
Video posted on Snapchat appears to show Rand and a man fighting on Hamilton Street near a Rutgers fraternity house.
The videos appears to show Rand punching a man, who then punches her back, causing her to fall down. The man is seen running away after punching Rand.
Capt. Miller says that the investigation shows that both parties have some responsibility in the incident. He says that he has spoken to Rand's family and says that the teen's condition is improving.
The captain says that officers hope to interview Rand in the upcoming days and may reopen the investigation if new information comes to light.
