PHILLIPSBURG - The Warren County Prosecutor's Office will not charge several wrestlers who posed in a controversial photo with a black wrestling dummy.

In a statement released today, Prosecutor Richard Burke says the decision was, "Based upon the evidence obtained and the concurrence of the Attorney General's Office."

The matter has now been turned over to the Phillipsburg High School administration for whatever administrative action it deems appropriate.

News 12 New Jersey first reported on the photo in February.

The picture shows several members of the Phillipsburg High School wrestling team posing with a wrestling dummy hung by its neck and dressed in the uniform rival Paulsboro High School.

The picture sparked controversy, with many saying it suggests a lynching and viewed it as racist.

The New Jersey State Interscholastic Athletic Association, reviewed the photo and determined it to be a violation of the association's Sportsmanship Rule.

The team members were barred from participating in a wrestling tournament held several days after the photo was leaked.
