A proposed bill may bring needed relief to New Jersey residents who constantly receive unsolicited text messages.

A policy introduced in the state Legislature would ban unsolicited text messages unless the recipient agrees to receive them.

Those found in violation of the law would face up to a $10,000 fine for a first offense and a $20,000 fine for subsequent offenses....
