NEWARK - A driver who allegedly struck and killed a 3-year-old boy during a police chase last year has pleaded not guilty to aggravated manslaughter and vehicular homicide charges.

Troy Ruff entered his pleas during an arraignment hearing Monday. The 22-year-old Newark man remains jailed on $500,000 bail.

Authorities say police were chasing Ruff last September when his vehicle struck a car. Ruff's vehicle then went onto a curb and hit Rahmere Tullis, who was standing on the sidewalk with his mother.

Ruff was immediately captured. The child was pronounced dead at the scene.

Essex County prosecutors have said Ruff was wanted on aggravated assault and weapons charges at the time of the chase. He was indicted last month on aggravated manslaughter, vehicular homicide and other charges stemming from the boy's death.
