JERSEY CITY - Falling debris shut down the lower level of Route 139 coming from the Holland Tunnel near Tonnelle Circle, causing major headaches for commuters Wednesday.

Traffic coming from Manhattan trying to get on to the Pulaski Skyway was diverted to local streets.

The inbound upper level of Route 139 was also closed between Baldwin and Oakland avenues. Traffic there was diverted on to Hoboken Avenue.

Backups went all the way to the tunnel.

Crews worked on the lowel level to shore up the concrete that fell onto the roadway and caused the disruption.

The roads were reopened Wednesday afternoon.
