MONTCLAIR - An independent report revealed at a Montclair Town Council meeting says mismanagement of the town's Parking Authority is the reason why it's millions behind in lease payments to the town.

According to the report, the town has been getting short-changed for years. By the end of 2011, the Parking Authority will owe nearly $2 million in delinquent payments for leasing and operating town parking lots and garages.

The mayor says the economic downturn is to blame for the drop in revenue. He says that money is now coming out of taxpayers' pockets.

The Parking Authority says the lease payments were too high and it just wasn't possible to meet the agreement. The contract was created in 2007, just before the recession hit.
