SUMMIT - Drivers who were slapped with tickets at municipal parking lots in Summit are being given refunds.

City officials say changing parking rules at three lots on DeForest Avenue ultimately turned into a fiasco.

Last year, elected officials in Summit voted to extend parking hours longer than the previous two-hour free limit, stipulating that drivers would have to pay to stay after that.

But the Common Council did not add funding for machines needed to collect payment from shoppers who planned to park for longer than two hours, leading to unwarranted tickets being handed out.
