The 55-year-old is accused of dispensing Xanex and Percocet to people who didn't need it medically.
"He's been my doctor since I was 6, but as I left his office I heard a lot about stuff going on like this," says a former patient who asked that her name be withheld.
Authorities say they conducted eight undercover operations last summer and observed the doctor illegally dispensing the narcotics during that time.
Hulca is also affiliated with Southern Ocean Medical Center, where Ron Formica works. "I can't believe that it's happening near the hospital," says Formica. "It's surprising."
But Formica says there were signs of possible wrongdoing. "There were all sorts of people coming and going."
Hulca's home in Manahawkin was also raided. Inside, authorities say they found large amounts of cash, illegal drugs, and several loaded weapons.
The home has been set up with surveillance and security systems.
Bail has been set at $225,000 cash for the weapon, marijuana, money laundering, and illegal pill sale charges. Holca will be housed at the Ocean County Jail.
