EAST ORANGE - Police were called to investigate the One Step at a Time Family Day Care after a passerby found three children unattended yesterday.

The passerby, Phillis Waiters, says she saw three toddlers wandering down Glenwood Avenue unsupervised. Waiters says by the time police arrived, the children were already taken back inside the day care.

State officials say there is no license on file for that day care and will continue their investigation. They note however, that a license is only required if the day care has more than six children in attendance.
