PERTH AMBOY - Perth Amboy City Council President KenBalut wants the state comptroller to investigate the city's $90 million public safety complex.

The complex, which houses the police department, two Italian marble and mahogany courtrooms and a YMCA, isn't finished nearly eight years after the project got under way. The project was supposed to cost an estimated $51 million.

City Council President Ken Balut calls it "a money pit." The project was approved by former mayor Joseph Vas.
