PATERSON - The Great Falls in Paterson has been drawing visitors for decades, but many are asking why the grounds haven't been updated since the site was designated a national historic park four years ago.
Former mayor and councilman Thomas Rooney heads the Great Falls Advisory Commission, an effort to develop the area around the falls. He is calling for a walkway under the falls, a restaurant, a visitors' center and guided tours.
He says bureaucratic red tape is holding up progress. "There is a long way to go," Rooney says. "It's all paperwork that the federal government requires."

The commission hopes to unveil a finalized plan for revitalizing the falls within three years.
