TRENTON - Supporters of medical marijuana say the rules controlling its use in New Jersey make the state's program an illusion rather than a treatment.

The state is still fine-tuning its medical marijuana program and restrictive rules governing how drugs are protected and distributed inspired those from the "pro-medical marijuana" camp to rally on Trenton's steps today.

Issues such as potency and how long patents must wait before qualifying have drawn battle lines between supporters like state Sen. Nicholas Scutari and the Christie administration.

This afternoon, Scutari formally challenged the medical marijuana rules and threatened a legislative veto if the Christie administration doesn't change them.
